Meeting of the Inter-Agency Working Group for Drafting the Smart Specialisation Strategy

The Ministry of Science hosted today a meeting of the Inter-Agency Working Group for Drafting the Smart Specialisation Strategy (S3), at which expert Hugo Hollanders, a researcher at the University of Maastricht, presented the report titled “Mapping economic, innovation and scientific potential in Montenegro”.

The meeting was attended by the representatives of the following institutions nominated in the Inter-Agency Working Group: Ministry of Science, Ministry of Economy, MONSTAT, University of Donja Gorica, members of the Council for Scientific Research Activities, Chamber of Economy of Montenegro, Union of Employers, Montenegro Business Alliance, Academy of Engineering Sciences Montenegro, Ministry of Education, Ministry of Labour and Social Welfare, Ministry of Sustainable Development and Tourism, and the Ministry of Finance.

Hollanders has explained that Montenegro, as a small country, had to be treated as a single region when it comes to the development of the Smart Specialisation Strategy, within which it would be compared to the EU-28 countries. He pointed out that the statistics for the report came from various databases, such as Orbis, SCImago and Web of Science, while certain data were provided by the national S3 team and Monstat. Hollanders especially thanked the Working Group for their efficiency in delivering data.

The activities on the preparation of the Smart Specialisation Strategy are among the priority activities of the Ministry of Science. Montenegro has received the support of the Joint Research Centre (JRC) for creating S3, and has joined the JRC S3 Platform, being the only country in the region that is part of this Platform, along with Serbia.

Also, a large number of meetings and workshops have been held so far with representatives of the academic sector and representatives of the economy.

The report of Mr. Hollanders titled “Mapping economic, innovation and scientific potential in Montenegro”, which is in the final development phase, will be available late next week on the website of the Ministry of Science.
