Press release from 81st Cabinet session

Podgorica, Montenegro (14 June 2018) -- At today’s session, the Montenegrin Cabinet passed the Draft Law on Environmental Impact Assessment.

The proposed law is fully aligned with the directives of the European Parliament and the Council, specifying certain deadlines and introducing the manner of informing the public. The draft law also introduces quality control assessment.

The Cabinet also passed the Draft Decision on the adoption of the Spatial Plan of Special Purpose for the Coastal Region of Montenegro and the Draft Decision on the adoption of the Spatial Plan of the Special Purpose of the National Park Prokletije, concluding that both draft documents will be submitted to the Parliament of Montenegro for adoption through a shortened procedure.

The proposed Spatial Plan of Special Purpose for the Coastal Area will form a basis for the focused and controlled use of the space of all coastal municipalities and their potentials, with the adequate preservation, protection and improvement of the environment and cultural heritage.

The plan is to be adopted for the period up to 2030 for the area of 1.591 km² on land and 2.540 km² at the sea, in the municipalities of Herceg Novi, Kotor, Tivat, Budva, Bar and Ulcinj, as well as for the territorial sea and inland sea waters, which is covered by the borders of Skadar Lake and Lovćen national parks.

The Government adopted the Information on the Proposal of a long-term loan agreement in the amount of 19,000,000 euros concluded between the Chinese Development Bank and the Investment and Development Fund of Montenegro (IDF) and gave its consent to the text of the Agreement. The proposal of the agreement defines the financial framework that will support the liquidity of the Montenegrin economy - clients of the Investment and Development Fund. The approved amount of 19,000,000 euros is intended for entrepreneurs and small and medium-sized enterprises. The repayment period is 36 months (without grace period), with an interest rate of 2.1% + EURIBOR.

Today’s Cabinet meeting passed the Decision on the Council for Cooperation between the state administration body and non-governmental organisations. The new decision redefines the existing composition of the Council. This body will be primarily responsible for monitoring the implementation of the Strategy, that is, the Action Plan, as well as for giving opinions to the regulations, strategic and other documents related to the work and development of non-governmental organisations in Montenegro.

The Council will be composed of representatives of the line ministries and the Office for European Integration, which is competent for the areas that are the subject of the Strategy, i.e., the appointed representatives of NGOs operating in these areas. The number of members has been reduced from 23 to 13, which should contribute to more efficient work. The Council will be chaired by the Minister of Public Administration, and their deputy, as before, will be from non-governmental organisations. Professional and administrative work for the needs of the future Council for Cooperation with NGOs will be carried out by the National Office for Cooperation with NGOs.

The Cabinet also passed the Regulation on the Appointment of Representatives of Non-Governmental Organisations in the working bodies of the state administration and in the conduct of public debates in developing laws and strategies. The regulation determines the criteria and procedure for the selection of representatives of non-governmental organisations in working groups and other working bodies set up by ministries and state administration bodies in order to consider issues of common interest and regulate the procedure and manner of conducting a public hearing in developing laws and strategies.

The discussion emphasised the Government's commitment to strengthening participatory democracy which contributes to open and transparent work of executive and representative authorities, thus bringing it closer to citizens and contributing to the quality of the adopted laws and their effective implementation.

Today's Cabinet session adopted the Report on the Implementation of the Action Plan for Implementation of the Strategy for Cooperation with Emigrants 2015-2018 for 2017.
