Public Administration Reform Council holds its seventh session

In order to optimize the public administration in Montenegro until 2020, which refers to the establishment of a modern administration that better responds to the needs of citizens and economy, with the easing of the state and municipal budget, the Public Administration Reform Council discussed at today's session Draft Public Administration Optimization Plan 2018-2020.

The Optimization of the public administration as one of the most important activities within the public administration reform process should contribute to the improvement of the quality of public services, with lower costs. The process of optimization and its implementation, as noted at the session, is one of the biggest challenges that the Montenegrin administration expects in the coming period.

The Council also considered an updated version of the Public Finance Management Programme 2016-2020, which represents a strategic framework for improving the state of public finance in Montenegro, in order to ensure financial sustainability and proper management of public finances. The updated programme includes significant modifications in three areas: "Improvement of the macroeconomic projections model, "customs" and "audits of funds from EU funds (Audit Authority). The updated programme and passport indicators for quality monitoring of the implementation of the Programme were prepared by the Ministry of Finance.

In order to quality prepare implementation of the Law on Civil Servants and State Employees, which comes into force on 1 July, the Code of Ethics for Civil Servants and State Employees is being considered, as well as the Decree on the Criteria and the appropriate way of conducting assessment of skills and competences for employment in state bodies.

The session was chaired by Deputy Prime Minister for Political System, Internal and Foreign Policy Zoran Pažin.
