Press release from 86th Cabinet session

At today's 86th session, the Montenegrin Cabinet adopted the Report on the Implementation of the Programme of Action of the Government of Montenegro in the second quarter of 2018. The report shows that 86.9% of the commitments set out in the Programme were realised in the given period, which was assessed as extremely successful, especially considering that the remaining obligations are in the final phase, and in the majority of cases it is about materials already submitted for opinion to the European Commission.

Today’s session also adopted the Report on the Implementation of the Medium-Term Programme of Action of the Government of Montenegro 2018-2020 for the period February-July 2018. The Programme, based on the Government's achievements and the objectives set out in the Prime Minister's Inaugural Speech, defines the priorities for the next three-year period through introducing measurable success indicators in order to achieve better and more visible results in implementing the strategic goals set at the national level.

Within the framework of regular review of the results of the European Integration Plan, the Government adopted the Second Quarterly Report on the Implementation of the Obligations of the Montenegro's Accession Programme to the European Union for the period 2018-2020. The Report presents a cross-section of the situation in the implementation of commitments for the first two quarters of 2018. In this period, out of a total of 180 commitments, 147 or 82% were fulfilled. Out of 147 laws and by-laws, 121 or 82% were implemented. Also, out of 33 strategic documents, 26 or 79% were fulfilled. The discussion emphasised that this is another confirmation of the continuous strengthening of the administrative and institutional capacities of Montenegro.

The Government adopted the Regulation on the manner and procedure for drafting, harmonising and monitoring the implementation of strategic documents. The purpose of the regulation is to ensure that the quality of strategic documents is raised by establishing clear rules in the field of strategic planning of the Government related to the process of their preparation, with the obligation to respect the criteria for the quality of the structure and contents, as well as monitoring their implementation.

In order to implement new legal solutions regulating the institution of the President of Montenegro, the Government approved the Amendment to the Draft Law Amending the Budget Law of Montenegro for 2018.

Today’s session adopted the Report from the joint session of the governments of Montenegro and Albania, which took place in Shkoder on 3 July 2018, expressing satisfaction with the content and results of the joint session of the two governments and emphasising the importance of such an approach for intensifying regional cooperation. On this occasion, the Government adopted the conclusions that task the competent departments to monitor the implementation of signed agreements within their scope of activities and undertake activities to implement the tasks defined during the session.

The Government adopted the Information on the Accession of the Ministry of Defence to the Memorandum of Understanding on the functional relationship in the Centre for Excellence for Cooperative Cyber Defence and the Second Amendment to the Memorandum of Understanding on the establishment, management and operation of the NATO Centre for Excellence for Cooperative Cyber Defence. At the same time, the Government tasked the Defence Minister Predrag Bošković to sign accession notes. The discussion emphasised that the Ministry of Defence, by joining the NATO Centre for Excellence for the Cooperative Cyber Defence, will have the opportunity to contribute specifically to the fulfillment of tasks from the NATO agenda, especially in the field of combating hybrid threats, but also to improve the capacity to respond to cyber challenges. The four main fields of action of the Center are technologies, strategies, operations and law, and its activities are realised through multidisciplinary applied research, expert consultations, training and exercises. The task of the Centre is to strengthen the capacities for cyber defense, both the Alliance and the NATO member, in order to enhance the interoperability of the Alliance in this regard.

The Government adopted the Amendments to the Financing Agreement between the Government of Montenegro and the European Union on the Annual Action Programme for Montenegro for 2014 (Objective 1 - Part 1 and Objective 2 - Part 1). The amendments relate to the project of reconstruction of the Kos-Trebešica, financed under this programme, whose budget was initially estimated at 4.6 million euros.

At today’s session, the Government established the Operational Team of Open Government Partnership, which will be headed by Suzana Pribilović, Minister of Public Administration.
