High level of realisation of measures from chapters 23 and 24

Podgorica, Montenegro (25 September 2018) -- Montenegro is continuously experiencing the high level of implementation of the measures from the action plans for chapters 23 and 24 and is focused on further and steady progress in the rule of law, which is a precondition for continuing the good dynamics of the negotiation process, the eighth meeting of the Subcommittee on Justice, Freedom and Security concluded.
Chief Negotiator for Montenegro's Accession to the EU Aleksandar Drljević reminded the representatives of the European Commission of the most important results achieved by Montenegro this year in meeting obligations under the action plans for chapters 23 and 24 and the Operational Document, which is the annex to the Action Plan for Chapter 23.
He pointed out that from January to June, 81% of measures from the Action Plan for Chapter 23, 74% from the Action Plan for Chapter 24 and 60% from the Operational Document were realised or are being realised.
"On the other hand, we are aware that every subsequent phase of the negotiation process with the European Union means more stringent criteria and greater demands on the balance of results," said Chief Negotiator Drljević, recalling the results of the Anti-Corruption Agency and the Special State Prosecutor's Office since their establishment, especially when it comes to combating high-level corruption and seizing drugs, as well as recent activities in the fight against cigarette smuggling and financial investigations and seizure of assets.
The Chief Negotiator also spoke about the progress on the institutional plan in the areas of the judiciary, fight against organised crime and corruption, human rights, migration and external borders. He stated that Montenegro is aware of the importance of freedom of expression as one of the fundamental values of the EU and is committed to the improvement of standards in the field of freedom of expression, adding that by the end of the year it is planned to pass the Draft Law on Media and the Draft Law Amending the Law on National Broadcaster RTCG.
Head of the Unit for Montenegro in the European Commission's Directorate-General for Neighbourhood Policy and Enlargement Negotiations Thomas Hagleitner said that the Strategy for the Western Balkans, the Sofia Summit and the Sofia Declaration are strong signals of support for Montenegro.
He said that the implementation of the action plans for chapters 23 and 24 led to significant progress in terms of legislative reforms and institution building, and that the laws now need to be implemented in practice and applied in the work of institutions. He stressed that more work needs to be done to make the practical impact of reforms more visible, particularly with regard to media, the fight against organised crime and corruption, and money laundering.
He emphasised the positive and transparent participation of representatives of the civil sector in the negotiations between Montenegro and the EU.
We will continue to support Montenegro through IPA projects related to the rule of law, Mr Hagleitner concluded.
