Podgorica, Montenegro (18 October 2018) -- At today's session, the Montenegrin Cabinet passed the Report on the Implementation of the Government's Activity Plan for 2018 in the third quarter, according to which the Government's performance is 80.3% of the envisaged obligations.
The Prime Minister assessed the results made in the first three quarters as positive, but asked the ministers to provide additional engagement and efforts in order not to miss a single planned commitment, especially those related to European integration.
The Minister of Health, explaining the percentage of execution of that ministry (28.57%), informed the Government that answers to four out of five drafted laws submitted to the European Commission for opinion in the past days were received, thus enabling these laws, after further harmonisation with the European Commission, to be found in the government procedure.
Today's session also passed the Third Quarterly Report on the Implementation of the Obligations from Montenegro's EU Accession Programme for the period 2018-2020.
The Government adopted the Information on the signing of the Memorandum of Understanding between the Ministry of the Interior of Montenegro and the United States Department of Energy on the Prevention of Illicit Trafficking in Special Nuclear and Other Radioactive Material. This document will be the basis for the establishment of technical and methodological cooperation, including free technical assistance in equipment and materials, training of experts, and related services. Also, the Memorandum specifies the exemption from payment of customs duties, taxes and other charges on goods and services that may be subject of cooperation.
The Cabinet adopted the Report on negotiations on signing an agreement between Montenegro and the European Union on the actions implemented by the European Border and Coast Guard Agency in Montenegro. The Western Balkans enlargement strategy, issued by the European Commission in early February this year, defines security and migration management as one of the key initiatives through which cooperation between the region and the EU will be further strengthened. Accordingly, this agreement covers all aspects necessary for the implementation of the Agency's actions that may take place in the territory of Montenegro, whereby the members of the Agency team have executive powers.
The Government adopted the Information on the implementation of the Project for intensive revitalisation of the electricity distribution network. The document states that, in accordance with the planned dynamics, the Energy Regulatory Agency has issued the Decision on giving approval to the updated three-year investment plan (2019-2021) developed by the distribution system operator. The total envisaged funds for the implementation of the plan amount to 81,611,982 euros, out of which it is envisaged that 32,500,000 euros will be allocated for the revitalisation of the medium and low voltage network, in order to increase the safety and quality of electricity supply for existing users and create conditions for further development of the rural areas.
Today's session also adopted the Information on conducting research into the remaining unexplored land and the aquatorium of the concession area of the Adriatic Shipyard Bijela. The Information states that in order to achieve the long-term sustainability of the multi-million rehabilitation measures planned at the location of the Adriatic Shipyard Bijela and in order to solve pollution and protect the lives of people, the Government signed in 2014 the loan agreement for the project "Industrial waste management and cleaning" with the International Bank for Reconstruction and Development, that is, the World Bank. The Government agreed that a consortium consisting of companies Damen and Porto Montenegro will be carrying out research into the remaining unexplored land and aquatorium of the concession area of the Adriatic Shipyard AD Bijela.
The Government appointed Jelena Burzan as Director-General for the European Union in the Ministry of Foreign Affairs.
