Government passes OGP national action plan

Podgorica, Montenegro (15 November 2018) -- At today's session, the Cabinet passed the National Action Plan for Implementation of the Open Government Partnership Initiative 2018-2020, developed by the OGP Operation Team, which consists of representatives of state bodies and NGOs.
The drafting of the National Action Plan is the most important component of the state's participation in this initiative, as it is the result of a process in which the Government, in cooperation with civil society, defines the obligations for fostering transparency, accountability and public participation.
By participating in the OGP initiative, Montenegro focuses on 5 key obligations: improving public services, citizen participation, access to information - openness of public administration bodies, more efficient management of public resources and increasing public integrity. Within these areas, a total of 23 activities will be realised.
The Action Plan has been developed to a large extent through the principle of increasing the access to new technologies for openness and accountability of public administration.
The Cabinet also passed today the Decision on defining priority areas of public interest and the amount of funds for financing NGOs projects in 2019, according to which in the next year, 0.3% of the current budget will be allocated to NGOs projects in priority areas of public interest, while 0.1% of the current budget will be allocated to support projects and programmes in the field of protection of persons with disabilities. Compared to the previous year, more ministries proposed priority areas of public interest. Last year, 12 ministries received funds to finance projects and programmes of NGOs in 18 areas of public interest, while in 2019, 15 ministries received funding for 20 areas.
