Press release from 99th Cabinet session

Podgorica, Montenegro (22 November 2018) – At today's session, the Government of Montenegro passed the Decision on the criteria, method and procedure for the selection of persons who can acquire Montenegrin citizenship by admission for the implementation of investment programme of special importance for economic interest of Montenegro, as a development mechanism for creating new jobs and raising living standards of the citizens.

The Government passed the Decision Amending the List of medicinal products, which expanded the list by 11 new medicines, in line with expert suggestions that new drugs will significantly contribute to improving the quality of health care and meeting the latest standards and treatment protocols in Europe and the world. The range of existing medicines from other manufacturers has also been expanded, which will allow doctors a greater choice in prescribing therapy, as well as to eliminate the possibility of a monopoly position of certain manufacturers represented on the List. The regime of prescribing certain groups of medicines is simplified in a way that their prescription will be enabled at the primary level of health care, which will enable patients to receive timely access to the therapy.

The Cabinet passed the Regulation on Supplying Vulnerable Electricity Consumers. Passing the Regulation will have positive effects on vulnerable customers who are entitled to electricity supply with the use of subsidies by the Law on Energy, as well as the right to prohibit the suspension of supply, regardless of possible unpaid obligations on the basis of consumed energy.

As part of fulfilling obligations under Chapter 27 - Environment and Climate Change, the Government passed the Decision on the Establishment of the Environmental Protection Fund, the establishment of which is envisaged by the Law on Environment. The EcoFond task is to provide funds for the implementation of projects, which aims to preserve all components of the environment and rational use of natural resources as basic conditions for sustainable development. Through its activities, the Eco-Fund will contribute to the achievement of the strategic vision of Montenegro as an ecological state, which will enable citizens to exercise the basic right to a clean and healthy environment. Funds for its financing will be provided from the budget of Montenegro, domestic and foreign donations and loans and other forms of financing, as set out in the Law on Environment.

Today’s session also passed the Decision on sending an employee of the Ministry of Defence to the KFOR mission in Kosovo. The discussion concluded that participation in missions means credibility in the international community, as active participation and contribution show responsibility and awareness of the need to preserve security in the world. A representative of the Ministry of Defence sent to this mission will perform duty of the Human Resources Department Advisor at the KFOR Command in Pristina.

The Government passed the Draft Law Amending the Law on Mediation, which defines that citizens of EU member states will be able to be mediators in Montenegro from the date of Montenegro's accession to the European Union. A new Article regulating the status of employees in the Mediation Centre in accordance with the Law on Civil Servants and State Employees has been added. In addition, it is harmonised with the European directive on services in the internal market, which contributes to fulfilling obligations from the Programme of Accession of Montenegro to the European Union 2018-2020.

The Proposal of the Opinion on the Draft Law Amending the Law on Foreigners was also passed at today’s session. The proposal was submitted to the Parliament of Montenegro by several MPs. The proposal simplifies procedures for issuing temporary residence and work permits for employment and seasonal employment. The opinion by the Ministry of the Interior reads that the amendments will contribute to better functioning of the labour market, eliminate administrative limits and improve the foreigners’ employment policy.

Today’s meeting passed the Decision on the Establishment of the List of Regulated Professions. The decision stipulates that citizens of all EU member states and third countries that are interested in performing regulated professions in Montenegro, provided they meet the special conditions prescribed by a special law and are listed on the List, can perform a regulated profession in Montenegro.

The Government passed the Decision Amending the Decision of the Establishment of the National Commission for UNESCO. Considering the changes in the workplace of individual members, intensive cooperation with UNESCO, the complexity of the process of preserving world heritage sites, as well as numerous ongoing projects and programmes, it was noted that the changes in the composition of the Commission will further strengthen the participation of all institutions and the civil sector in work of this advisory body. The Commission will be chaired by Aleksandar Bogdanović, Minister of Culture.

The Cabinet passed the Information on the conclusion of the donation contract between the Ministry of Transport and Maritime Affairs and the European Investment Bank for the supervision services for the execution of works on the projects under the programme - Reconstruction of the main roads. For oversight of the execution of works on projects under this Programme, the European Investment Bank provided a donation of EUR 1.5 million.

In order to implement the Law on Food Safety and ensure its further harmonisation with the acquis communautaire, the Government passed the Regulation Amending the Food Hygiene Regulation.
