Press release from 102nd Cabinet session

Podgorica, Montenegro (13 December 2018) -- At its 102nd session, the Montenegrin Cabinet passed the Decision on the appointment of the State Commission for the Audit of the Conceptual Design for the Mateševo ​​- Andrijevica section and the Conceptual Design for the Smokovac - Farmaci section of the Bar - Boljare motorway.

Appointment of the 23-member Commission, headed by Prof. Dr. Mladen Ulićević, reflects the continuity of the Government's efforts to enable that immediately after the completion of the priority section of the motorway, the construction will be continued with the construction of the next section.

The Government passed the Draft Law Amending the Law on Ports, the Draft Law Amending the Law on the Protection of Cultural Property and the Draft Law on the Confirmation of the UNIDROIT Convention on stolen or illegally exported cultural goods.

The Cabinet also passed the Draft Law Amending the Law on Tourism Organisations, thus creating conditions for more efficient and high-quality performance of the activities and functioning of tourist organisations primarily responsible for the promotion and development of tourist products on the territory of the municipality of establishment.

The proposed amendments obliges tourist organisations to specify the start of the activity and to submit the programme of actions and financial plan to the assembly of the Tourism Organisation and the National Tourist Organisation upon prior approval. Tourist organisations of municipalities were tasked to collect and update data on tourist offer of the municipality and publish these data on the website, as well as to participate in the implementation of projects aimed at development and diversification of the tourist offer.

The National Tourist Organisation is obliged to establish a unique tourist information system of Montenegro.

Today's session passed  the Draft Law on Industrial Emissions, which harmonises our system with the European Union legislation in the field of prevention and control of industrial pollution. The proposed law introduces the so-called integral approach that requires the consideration of the overall environmental impact of a facility / or activities in the environment and ensure a high level of environmental protection taken as a whole, such as air, water and land, waste generation, raw materials, energy efficiency, noise, accident prevention, site rehabilitation after plant closure, etc. It also defines more precisely the system of inspection control. Significant novelties also relate to informing  the public: an obligation has been made that the Reports on the performed monitoring are made available to the public, as well as that the public is specifically involved in the decision-making process and systemically informed.

The Regulation Amending the Regulation for the Implementation of the Customs Law was passed at today's Cabinet session, enabling the inclusion of Montenegro in the EU transit system and the application of the Convention on common transit and the Convention on Trade Facilitation Concessions a year before joining the European Union.

The Cabinet adopted the Information on Montenegro's military integration in NATO, as well as the Decision on sending members of the police force to the United Nations Peace Mission in Cyprus (UNFICYP). The Information stated that participation in peacekeeping missions meets the international obligations that Montenegro has undertaken with the signing and ratification of international legal instruments, strengthens the international position of our country and provides the opportunity to exchange experiences with police officers from all over the world, language development, acquisition of new knowledge and their transfer, which facilitates the integration of our police into international police cooperation and adaptation of the way of work to world standards.
