The analysis shows that the Montenegrin economy for the second year in a row has experienced growth in the largest number of activities in the real sector, whereby growth in the fields of construction, industrial production, tourism and retail trade is particularly high.
In response to the development imperative, systematic solutions are implemented with a view to improving the business environment, financial and institutional support to the development of entrepreneurship, i.e,. the sector of small and medium enterprises, improvement of labour legislation, pension system, health care, education, and achieving greater efficiency and productivity of state administration, the Analysis reads.
Prime Minister Duško Marković said, concluding the discussion on this item on the agenda, that he expects ministers to be creative and be quickin decision-making, but at the same time he hopes for austerity and rational spending. "From today until 2020 our success will be measured first of all by our attitude towards state money, and not only by the investments. This enables the benefits of our economic growth to be experienced by the citizens" said the Prime Minister.
The Government passed the Information on the effects of policies in the field of entrepreneurship and business for the period from 1 October to 31 December 2018. The discussion emphasised that during the past year, a total of 178,143,079 euros of direct support to entrepreneurship and business were allocated on the basis of various programmes, which enabled to save or create a total of 6,408 jobs, thus creating preconditions for additional job creation.
The Government passed the Decision on the Borrowing of Montenegro for 2019, which is in line with the Draft Budget Law for 2019.
Today's session also approved the Long-term Defence Development Plan 2019-2028 - a strategic defence planning document defining the long-term goals and priorities of development, future capabilities of the Armed Forces, the content and dynamics of their development, funding and other issues of relevance to the functioning and development of the defence system. By achieving projected capabilities, mobile, sustainable and adequately equipped units will be able to independently and in cooperation with allies defend the independence, sovereignty and state territory of Montenegro, contribute to the defence of allies, participate in international peacekeeping missions and support and civilian institutions in opposing different types of challenges, risks and threats of a non-war nature.
In order to fulfill the assigned NATO goals of capabilities, the harmonisation of the applicable law with the Law on Protection and Rescue and the need to create the conditions for sending the formation units of the Armed Forces of Montenegro to international forces, The cabinet passed the Draft Law Amending the Law on the use of units of the Armed Forces of Montenegro in the international forces and the participation of members of civil protection, police and employees in state administration bodies in peace missions and other activities abroad.
The Government passed the Strategy for the Suppression of Illicit Ownership, Abuse and Trade in Small Arms and Light Weapons and Ammunition from 2019 to 2025. This strategic document contributes to the development of a comprehensive and efficient small arms and ammunition control system through the establishment of a legislative framework on arms control, the reduction of illegal flows, the proliferation and misuse of firearms, ammunition and explosives.
The Cabinet passed the Decision on the development of the Spatial Plan of Montenegro, the Decision on the development of the Spatial Plan of the Municipality of Kotor and the Decision on the determination of the manager of the development of the Spatial Plan of the Municipality of Kotor. Decisions related to the spatial-urban plan of the Kotor municipality were made after the municipality informed the Government that it had put an end to its appropriate decision and invited the Government to take measures within its jurisdiction.
The Government passed the National Fire Protection and Rescue Plan and the National Earthquake Response and Rescue Plan. The documents defines necessary preventive protection measures and tasks of various administrative bodies in order to reduce the risk and eliminate the consequences of fire and earthquakes.
The Cabinet passed the Draft Law Amending the Personal Identification Law. According to the changes that have been made to ensure equity and increase the safety of identity documents of citizens, the identity card will contain a chip, which will become an electronic public document, so that it can be used for electronic identification, electronic signatures and other purposes determined by law.
The Government passed the Draft Law Amending the Civil Procedure Code. Amendments create the conditions for the smooth implementation of the Regulations from the European legislation, after full membership of Montenegro in the European Union.
Today's session also passed the Draft Law on Detective Activity, which for the first time regulates this area in a comprehensive way. One of the key novelties of the proposed law is the detectives from other countries of the EU, that is, contracting parties to the Treaty on the European Economic Area, from the day of Montenegro's accession to the European Union, can perform detective work on the territory of Montenegro.
The Government passed the Draft Law Amending the Law on Enforcement and Security. Amendments concern the harmonisation with the Law on Administrative Procedure regarding the enforceability of the decision taken in the administrative procedure and the creation of the necessary conditions for the smooth application of the relevant European Union's regulations in Montenegro. Furthermore, the effectiveness of the enforcement procedure is significantly enhanced and the possibility of potential abuses is reduced.
In order to further harmonise with the EU legislation in the field of nature protection and fulfillment of priorities within the accession process, the Government passed the Draft Law Bill on foreign and invasive foreign species of plants, animals and fungi. The proposed amendments will result in comprehensive nature protection through the application of functional mechanisms and protection measures for the management, prevention of the introduction and spread of foreign and invasive alien species that can damage the natural ecosystem.
The Draft Law Amending the Law on efficient use of energy was passed at today's Cabinet session. In addition to further harmonisation of national legislation with the European one, the proposed amendments provide for the improvement of the legal framework for the application of the prescribed provisions and the legal basis for the drafting of relevant bylaws. Also, strategic goals in the field of energy efficiency are achieved - energy and financial savings, improvement of comfort in facilities, development of entrepreneurship, creating new jobs, reduction of negative impact on the environment, etc.
The Government passed the Regulation on the method of achieving and the level of incentive prices for electricity produced from renewable sources and high-efficiency cogeneration. The adoption of this act, in accordance with the obligation prescribed by the Law on Energy, completes the legal framework and defines the conditions for investing in the construction and reconstruction of facilities for the production of electricity from renewable sources and high-efficiency cogeneration. The Regulation establishes incentive prices for electricity produced in facilities using renewable energy sources and high efficiency cogeneration facilities, or the method of their determination. The reduction of incentive prices from the beginning of 2020 is also defined, which will have a positive impact on all electricity customers.
The adopted Regulation amending the Regulation on fees for encouraging production of electricity from renewable sources and high efficiency cogeneration prescribes new methodologies for determining the fee for encouraging the production of electricity from facilities using renewable sources and high-efficiency cogenerations by reducing the obligations of end customers based on the balance mechanism, as the obligation of buyers from the household category, depending on the monthly consumption.
In order to intensify cooperation in all areas, especially in the context of European integration, affirmation and promotion of Montenegro's potential, the Government passed the following acts: the Decision on the opening of the Embassy of Montenegro in the Kingdom of the Netherlands, the Decision on the opening of the Embassy of Montenegro in Denmark and the Decision on the opening the Office of the Embassy of Montenegro in Republic of Turkey based in Baku, the Republic of Azerbaijan.
In explaining the decision to open embassies in The Hague and Copenhagen, it is stated that the Netherlands is an important state for continuing Montenegro's European integration process, while Denmark has a significant number of members of the Montenegrin diaspora, which is the reason for opening the first embassy of Montenegro in a Scandinavian country.
The Government passed the Information on the realisation of the competition for the allocation of funds for the co-financing of NGOs projects and programmes supported by the European Union funds in 2018.
