Main project and tender documentation for reconstruction of the main road Šćepan Polje-Plužine
Project Results WB12-MNE-TRA-01 "Main project and tender documentation for the reconstruction of the main road Šćepan Polje-Plužine" are presented at the final workshop at Hotel Ramada.
The project was prepared for the Ministry of Transport and Maritime Affairs of Montenegro with the aim of preparing technical documentation for the construction / reconstruction of the 20km long section of the new border crossing of Paklice to Plužine. For the 3km length from the Paklice to the new bridge over the Tara River (not including the bridge itself) at the border between Montenegro and Bosnia and Herzegovina, the project documentation is only prepared at the level of the conceptual solution, so further development is required, including environmental impact assessment.
The road section in Bosnia and Herzegovina between Foča and Hum (Šćepan Polje) should also be rehabilitated and project documentation is funded through EU IPA funds in that country.
A project at the national level in Montenegro will provide benefits that are reflected in improved road traffic, greater road safety and reduced travel time. It will also improve regional links through the Vc Corridor transport route in the Western Balkans, linking Albania, Montenegro and Bosnia and Herzegovina to Central Europe.
Also, the project is implemented through a € 3.6 million grant funded by the European Union through WBIF. The Leading International Financial Institution (IFI) is the EBRD. It was implemented by the COWI IPF Consortium (IPF4), which was contracted by the European Investment Bank (EIB).
The project results include: 1) The main project for the new border crossing in Paklice to Plužine; 2) The conceptual solution for connecting the new section of the crossing to the bridge across the river Tara (not including the bridge itself) and 3) reconstruction / construction in accordance with the EBRD procurement rules, using conditions for construction under the rules of the FIDIC Red Book.
The project will help the project beneficiary - the Ministry of Transport and Maritime Affairs - to plan and implement the necessary rehabilitation this time, part of the E762 European route and main road network in Montenegro.
The State Secretary at the Ministry of Transport and Maritime Affairs, Angelina Živković, pointed out that the aforementioned travel route is a very important regional connection that is designed to improve road conditions, reduce travel time and increase the level of security between Tirana, Podgorica and Sarajevo.
"This section is very demanding especially in winter conditions, as it relates to the reconstruction of 24 tunnels for which conceptual solution was to be found through the improved solution, due to the high snowfall and escarpment. Certainly, our colleagues from BiH have been working on project documentation for their part from Foča to Hum, which leads to Sarajevo. They have already secured part of the co-financing from the European Union's pre-accession assistance. The complete section of reconstruction has been estimated at 140 million euros and demands a joint appearance with future European funds in addition to the engagement that both countries would have, "Živković emphasized.
Yanis Papapanagiotou, Chief Technical Adviser to the Technical Assistance Program 4 (IPF4), stressed that WBIF has been working for 10 years in infrastructure projects in the region and expressed satisfaction that they can contribute to the development of infrastructure, which contributes to strengthening the economy and the capacity of local experts.
