Podgorica, Montenegro (7 March 2019) -- At today's session, the Montenegrin Cabinet passed the Draft Law Amending the Law on Internal Trade. The proposed legal solutions include, inter alia, a ban on the performance of wholesale and retail trade activities on Sundays and days of state and other holidays. The facilities that are necessary for the smooth functioning of the society will be exempt from this rule. The discussion highlighted the positive effects of the amended provisions for around 37,000 employees in the trade sector.
Commenting on the Draft Law, Prime Minister Marković emphasised: "This concept is good. We need to socialise politics and make it more humane. The race for money and profit has destroyed many of our values."
The Cabinet also passed the Draft Law Amending the Law on the Armed Forces of Montenegro.
In order to comply with the Law on State Administration and accelerate procedures for issuing a licence for access to classified information for employees of the Ministry of Defence and the Armed Forces of Montenegro, the Government passed the Draft Law Amending the Law on Classified Information.
The Government also passed the Draft Defence Strategy of Montenegro.
Today's session adopted the Report on the situation in the Armed Forces of Montenegro for 2018. It was noted that in 2018, the Armed Forces focused on building operational capabilities, implementation of NATO standards, and the participation in international peacekeeping missions and operations. In this way, the members of the Army gave their contribution to the achievement of the strategic goals of Montenegro - integration into European and Euro-Atlantic organisations.
In that regard, Prime Minister Marković said that the Armed Forces of Montenegro is a guarantor of the security and safety of the country, as well as a support to the citizens for their every need.
"We can be proud of what we did when it comes to the reform of our military and its positioning, equipping and strengthening its overall potential," he noted, pointing out that Montenegro, through its institutional capacity, has shown that it contributes to the values underlying NATO.
He added that in the upcoming period, with the modernisation of the Armed Forces, it is important to intensify the enrichment and procurement of new equipment for the police.
The Government adopted the Annex II to the European Commission's report on Montenegro for the period 20 October 2018 - 1 March 2019, which contains an overview of the activities and statistical data for all negotiation chapters and includes political and economic criteria.
The Cabinet adopted the Information on realised works on the right-hand sleeve of the Bojana River in order to maintain the flow and ensure the conditions for carrying out the works in 2019.
The Government adopted the Information on the activation of a state guarantee issued to the benefit of the European Investment Bank (EIB), and for the needs of a loan arrangement between the EIB and Atlas Bank AD Podgorica, and accepted the EIB's request for payment of the guarantee and the necessity of reconciliation of the guaranteed amount totaling 7,180,485,34 euros, as well as subsequently calculated the amount of interest for the period from 7 March 2019 to the date of payment. The Government agreed to pay the guaranteed amount with accrued interest to the European Investment Bank within the time period stipulated by the Guarantee Agreement concluded between the EIB and Montenegro - the Ministry of Finance. The Government obliged the Ministry of Finance to submit the necessary documentation, after paying the amount under the activated guarantee to the Protector of Property and Legal Interest of Montenegro, in order to initiate legal actions for the protection of the interests of the State.
At today's session, the Cabinet also adopted the Report on the Implementation of the Action Plan for the Implementation of the Strategy for Persons Returned under the Readmission Agreement for the period 2016-2020 for 2018. In the reporting period, 18 measures were planned, 16 of which were implemented, while two measures were partially implemented. These two measures will be implemented in 2019 and 2020.
The Government also gave its consent to the Decision of the Management Board of the National Parks of Montenegro to initiate the procedure for leasing state-owned land for the purpose of placing objects of temporary character in the area of national parks "Skadar Lake", "Durmitor" and "Lovćen" in accordance with the Plan of buildings of temporary character for the period 2017-2019. with a call to public competition. The lease is aimed at improving the tourist offer of national parks.
