BALKAN CITIES AGAINST DRUGS


Ladies and Gentlemen,

It is a pleasure to welcome you to III International Conference Balkan Cities Against Drugs on behalf of the Government of Montenegro and the Government Committee for Prevention of Drug Addiction. I would like to congratulate the Municipality of Podgorica on good organization of this conference and its contribution in joint efforts to prevent and fight drug addiction. Let me express my satisfaction that prominent local and international experts are present here today, which is an excellent opportunity to become acquainted with their experiences, activities and results and exchange views on the modalities for future cooperation and joint action.
The very nature of drug addiction indicates that drug addiction in never an isolated problem, a problem of an individual, a single family or a single society. It is a global problem and it may be resolved only by global action. Therefore, the institutionalization and development of a global network for the prevention and struggle against drugs is an absolute necessity and represents not only a strategic but also a day-to-day project. We, therefore consider this problem both as a global problem of this era and as a pressing task for every person, family, school, place, town, government and society as a whole...
