Podgorica, Montenegro (18 April 2019) -- At today's session, the Montenegrin Cabinet passed the Regulation on marking tobacco products and alcoholic drinks with excise stamps in order to create conditions for strengthening additional mechanisms for suppressing the grey economy, protecting excise stamps against forgery, as well as increasing the confidence of users of excise products in their quality. In order to improve the existing system of protection of tobacco products and alcoholic drinks by control excise stamps, additional elements of protection of excise stamps are introduced, namely identification number, QR code, digital and other security elements, as well as the information system in the process of approving, printing and issuing excise stamps.

The Cabinet passed the Information on the status of persons who completed the Post Secondary Vocational School "Police Academy" in Danilovgrad. The discussion concluded that the conditions were met for those who completed their education in this institution, after having completed their internship, and due to the insufficient number of police officers employed, to be employed for an indefinite period in the Police Authority.

The Government adopted the Information on the proposal of the Montenegrin Olympic Committee for the composition of the Honorary Committee of the Games of the Small Countries of Europe in 2019 and gave its consent to the composition of the Honorary Committee, headed by President Duško Marković.

The meeting also passed the Information on the transfer of the Diary Collection of Princess Ksenija. When presenting the Information, it was emphasised that the conditions have been met for the Collection to be handed over to the National Museum of Montenegro for the purpose of preservation, research and presentation in the museum collections of the Museum of King Nikola. The Diary Collection is a donation by Prince Nikolai Romanov, whose desire was to return these outstanding witnesses of Montenegro's history to Montenegro.

The Government considered and adopted the Report on the work of the Commission for the Implementation of the Communication Strategy of the Government of Montenegro for the period July 2018 - April 2019, with a report on the implementation of the Action Plan stating that the Commission implemented all the activities foreseen by the Action Plan, thus creating the necessary formal and legal assumptions for systematic and personnel strengthening of the public communication system.

The Commission, in cooperation with the experts of the Government Communication Service of the United Kingdom of Great Britain and Northern Ireland, implemented a number of activities aimed at strengthening the professional and institutional capacities of the Government and ministries. This year, institutional cooperation with the United States has been established,namely with the State Department in order to strengthen the capacity of the Government and ministries in charge of communication.

The Government adopted the Decision on drafting of the Spatial-Urban Plan of the Municipality of Gusinje. In deciding on this issue, the Government was guided by the fact that the newly formed Municipality of Gusinje does not have adequate planning documentation that would define the objectives and measures of spatial and urban development, and that there are no plans for detailed elaboration on the basis of which the realisation of the development plans of the Municipality would be carried out.

In order to support economic development, stimulate investment and create new jobs, the Government passed the Decision on drafting amendments to the Spatial-Urban Plan of the Municipality of Bijelo Polje. Amendments include locations determined to be business zones, namely Nedakusi, Cerovo, Vraneška dolina, Bistrička dolina, Rakonje - Ravna Rijeka, and Ribarevine - Poda.
