Podgorica, Montenegro (25 April 2019) -- At today's session, the Montenegrin Cabinet passed the Report on the Implementation of the Medium-Term Programme of Action of the Government of Montenegro 20018-2020, for 2018.
The discussion emphasised that the obligations envisaged by this Programme are realised with the planned dynamics. Significant results have been achieved, but given that the obligations are mostly of multiyear character, it was noted that the effects will be more visible in the medium or long term. It was also stated that the goals set and, in that regard, the indicators for monitoring the progress, are in line with the current development policies for certain areas of activity.
The annual report shows the level of realisation in terms of 6 identified priorities, 44 goals set and 105 key commitments. The total percentage of realisation in relation to 105 planned key obligations is 76%, 22% of activities are partly realised, while 2% of the planned key activities are not realized.
The Government passed the Proposal of Annex 3 of the Agreement on the Design and Construction of the Smokovac-Mateševo section of the Bar-Boljare motorway No. 01-827 / 1 from 2 February 2014. - the Smokovac Loop, phase 1, by which the Government and the Chinese CRBC (China Road and Bridge Corporation) regulate the construction of a 1.5 km long connecting road that extends the motorway route to 42.5 km and allows its putting into operation.
Minister of Transport and Marine Affairs Osman Nurkovic informed the Government that negotiations with the Contractor started from the initial required amount of 44 million euros, and that through the negotiations the requested price was reduced by more than 30%.
The Government adopted the Information on the provision of the missing funds for the settlement of the debt of the Montenegrin Fund for Solidarity Housing Ltd. Podgorica according to the Dutch International Guarantees for Housing - DIGH at a discounted price and accepted the Agreement on the Establishment of Rights and Obligations. Explaining the responsible attitude towards the users of flats, the Government agreed that the funds in the amount of 1,500,000.00 euros will be paid to the Dutch fund - DIGH in order to resolve the debt issue. The Government tasked the competent institutions to permanently resolve the relations with the Dutch International Guarantees for Housing - DIGH.
The Cabinet adopted the Information on the continuation of the Programme "Stop grey economy". The Information reads that the Ministry of Labour and Social Welfare will be the programme manager in 2019, and it will be implemented by the Employment Agency of Montenegro, in cooperation with the Tax Administration, Inspection Administration, Police and the Customs Administration. Participants in the programme will be 190 persons from the records of the Employment Agency, which will implement the programme activities for eight months.
The program activities are focused on training and employment of young people in the areas of technical support and assistance to the officials of the Inspection, Police, Tax Administration, and for the first time the Customs Administration in the fight against the grey economy. The total costs for the implementation of the programme were estimated at the amount of 844,000.00 euros.
Considering the experience of the previous implementation of the Programme implemented in the past three years for 425 participants, the discussion expressed the belief that its implementation will contribute to the inclusion in the labour market of another 190 unemployed persons and the suppression of the grey economy.
The Government adopted the Information on the implementation of the project "Water Supply and Wastewater Disposal on the Adriatic Coast - Boka Kotorska Bay" and accepted the Financing and Project Agreement. When presenting the Information, it was stated that the Municipality of Kotor, in cooperation with the Ministry of Sustainable Development and Tourism, KfW Bank and Vodacom, nominated this project for donor funds under the third call for project applications from the Western Balkans Investment Framework (WBIF). The WBIF Steering Committee positively assessed the project and it was decided that the construction of the sewerage network in Risan and Perast will be financed with the amount of 4.58 million euros, which will solve the priority issue of waste water collection in these coastal areas, which represents the first phase of the entire project.
Today's session adopted the Information on the use of port area and infrastructure and performance of activities by Port of Bar AD and accepted Annex IV of the Agreement on the Use of Marine Goods No. 237 of 15 January 2008.
The Government adopted the Decision on drafting amendments to the Detailed Urban Plan "Pržno - Kamenovo II" for the part of Kamenovo - Vrijesno, Municipality of Budva. The aim of the amendments is to offer planned solutions for the realisation of luxurious touristic contents that will provide high quality valorisation of the area. The ultimate goal is to build a tourist complex that will have architectural specificity, exclusivity and authentic offer, while protecting the existing greenery and all natural resources in this area. Preservation of the identity of settlements, improvement of the content of social standards and communal infrastructure will be ensured.
The Government approved the Proposal of the Decision Amending the State Study of the "Sector 36" location. It is an area that is in direct contact with the areas of a series of planning documents, which together form the tourist complex Luštica Development. Bearing in mind the fact that the intensive realisation of activities in the Marina area of the Lustica Bay project, which includes, among other things, the construction of the Chedi Hotel, the main marina, as well as the residential facilities within Phase I, requires a well balanced and realistic plan of all infrastructural and communal facilities services needed for the adequate functioning of future capacities, there was a need for additional planning of some of the infrastructure and service facilities in that zone. Through amendments provides for valorisation of the area with respect to the guidelines deriving from the legislation and all documents related to the protection of nature and cultural heritage.
The Cabinet passed the Draft Amendments to the State Study of the Location "Arsenal" Tivat. The main goal of the amendments is to correct the essential elements of the functionality of the space indicated in the previous plan. In that sense, it was aimed at correcting the zoning of the tourist purpose and its positioning in an adequate location, increasing the free and public surfaces, linking the pedestrian surfaces and forming a few squares as the adequate spaces of the Mediterranean urbology.
The Government adopted the Report on the Work of the Office of the Representatives of Montenegro before the European Court of Human Rights in Strasbourg for 2018. Presenting the Report, it was stated that in 2018, a total of 318 applications were filed with the European Court against Montenegro.
Today's session adopted the Decision amending the Decision on introducing international restrictive measures established by the decisions of the Council of the European Union in relation to actions that undermine or jeopardsze the territorial integrity, sovereignty and independence of Ukraine. Amendments are made in order to fully harmonise the Common Foreign and Security Policy with the Council of the EU Council Decision.
The Government was informed about the Report on the work of the Commission to monitor the conduct of competent authorities in investigating cases of threats, violence against journalists, murder of journalists and attacks on media assets for the period from 23 May 2018 to 23 February 2019.
The Government adopted the Report on the implementation of the action plan for employment and human resources development for 2018. It was noted that the realisation of measures and activities defined by the Action Plan in 2018 resulted in a trend of recovery of labour market indicators, with 78% of planned activities realised, 12 activities were implemented in part, while 10% of planned activities were not realised. It is stated that 16,448 persons were employed in 2018 - the employment rate is 9.3%. A positive trend was registered in the first quarter of 2019. At the end of March of the current year, there were15,093 more employees, or 8.4% growth compared to the same period last year. Also, in 2018, the registered unemployment rate decreased from 22% in 2017 to 17.8& in 2018, and at the end of March this year it was additionally reduced to 16.3%.
