Podgorica, Montenegro (9 May 2019) -- At today's session, the Montenegrin Cabinet adopted the Report on the perception of employers on the relevance of higher education in Montenegro. In order to obtain information from the labour market on the needs of employers and to better understand the level of compliance of higher education programmrs with the needs of the labour market, the Ministry of Education conducted two surveys in 2013 and 2019 within the project "Higher Education and Research for Innovation and Competitiveness - INVO". The results of the research from the current year shows that there are significant and positive changes in the quality of higher education. Most employers think that university graduates are sufficiently trained for the job they have been educated and are ready to respond immediately to job requirements. On the other hand, the importance of practice, that is, practical teaching as a compulsory part of the study programmes, is particularly emphasised, both for professional development and for easier finding employment. At the end of the discussion, it was concluded that this research provides useful data for line ministries or the Government, which are very important for further consideration of enrollment policy at higher education institutions and the improvement of study programmes, with the aim of establishing a balance between supply and demand in the labour market .
Today's session also adopted the Draft Annex 4 to the Contract on design and construction of the Smokovac - Mateševo section of the Bar - Boljare motorway No. 01-827 / 1 of 26 February 2014 - Water supply system. On this occasion, the Government tasked Osman Nurković, Minister of Transport and Maritime Affairs, to sign Annex 4 of the Contract on behalf of the Government with the CRBC, a contractor. The document found that the value of the subsequent works on the water supply project amount to 14,203,431.00 euros (excluding VAT), and that this amount is considered part of the Framework Sum defined by the Contract, which amounts to 10% of the contract price from the basic Contract on Design and construction. Also, it was concluded that the temporal influence of these works does not have direct implications for the new deadline for completing the total works, which remains unchanged - 30 September 2020.
The Government adopted the Information on the refinancing and rescheduling of credit obligations of the Municipality of Plav and accepted Annex Bo. 1 of the Cessation Agreement. When presenting the Information, it was stated that a reduction of the interest rate and a prolongation of the loan repayment period from two to four years is proposed, which would reduce the monthly burden on the municipal budget. Bearing in mind that this does not constitute a new indebtedness, but only a reduction in the monthly burden on credit obligations, the Government agreed to refinance and re-programme the credit obligations of the Municipality of Plav.
The Cabinet passed the Regulation amending the Regulation on entrusting a part of affairs of the Ministry of Sustainable Development and Tourism to the units of local governments. The regulation establishes that the tasks of state administration within the competence of the Ministry of Sustainable Development and Tourism, related to the issuance of urban-technical conditions for the preparation of technical documentation, are entrusted to the municipalities of Budva and Tuzi. The application of this regulation will enable investors to realise the right to issue the necessary documentation at the level of local governments.
In order to comply with the Regulation on the organisation and manner of work of the state administration by which the Directorate for Diaspora has been recognised as an independent administrative body and certain technical and terminological changes of the text, the Cabinet passed the Draft Law Amending the Law on Cooperation of Montenegro with the Diaspora - Emigrants.
The Government considered the Proposal for review of the constitutionality of Article 123 paragraph 1 of the Law on Banks ("Official Gazette of Montenegro", No. 17/08, 44/10, 40/11 and 73/17), submitted to the Constitutional Court of Montenegro by the Administrative Court of Montenegro and decided to submit to the Constitutional Court the Opinion proposing the Constitutional Court to reject the Proposal, since the disputed provision does not violate any of the principles established by the Constitution.
