Public Administration Reform Council holds its eleventh session

The Public Administration Reform Council held earlier today its eleventh session, chaired by Deputy Prime Minister for Political System, Internal and Foreign Policy Zoran Pažin.
At today's session, the Council discussed the key documents for monitoring the reform process in the field of public administration – Report on the implementation of the Action Plan for the implementation of the 2016-2020 Public Administration Reform Strategy in 2018 and the Report on the implementation of the 2016-2020 Public Finance Management Programme in 2018.
The Council noted that progress has been made in the key public administration reform process. It is estimated that the dynamics of implementation of the planned activities should be intensified in the forthcoming period, with emphasis on the most important activities of the process – continuation of the process of optimization of the number of employees in public administration, establishment of the quality management system of public services provided by the administration, and improvement of the public administration capacity in the field of human resources management.
When it comes to the Public Finance Management Programme, the Council estimated that positive progress has been made. In that sense, it was stated that 47% of the planned activities were implemented, and that the implementation of certain activities was dominantly conditioned by the implementation of projects co-financed by EU funds.
The Council paid special attention to the unrealized and partially realized activities from both reports, as well as the reasons for such status of implementation and, in this regard, discussed the measures that need to be taken in order to successfully implement them.
The session discussed the Information on the work of the Inter-Agency Operational Team for Coordination in the implementation of activities from the Action Plan for Implementation of the Public Administration Reform Strategy for 2018. It was noted that the activities of this Team contributed to achieving the results.
The Council was informed about the activities on the upcoming process of developing the evaluation of the Public Administration Reform Strategy.
