Press release from 121st Cabinet session

Podgorica, Montenegro (16 May 2019) -- At today's session, the Government of Montenegro passed the Draft Law on Freedom of Religion or Belief and the Legal Status of Religious Communities.

The Cabinet also passed the Draft Law Amending the Law on Official Statistics and the Official Statistics System, which enables the use of necessary data from administrative sources, including identifiers and the right to integrate administrative sources into official statistics in order to develop, produce and disseminate official statistics. In addition, the issue of collision of national legislation is being addressed when using the necessary data with identifiers from administrative sources for statistical purposes and harmonisation of legislation with international standards.

Today's session adopted the Decision on publishing the Agreement between the Government of Montenegro and the Government of the United States of America related to the Peace Corps Programme in Montenegro.

The Government adopted the Information on the request of former employees of  Gusinje-based "Termoplast" AD in bankruptcy and accepted the proposal to transfer its claims to former employees in the total amount of EUR 45,820.00 in the name of net claims of employees and unpaid taxes and contributions.

The Cabinet adopted the Information on the signing of the Agreement on the Approval of State Aid Funds for Co-Financing and Pre-Financing of International Projects of the Limited Liability Company Innovation and Entrepreneur Centre "Tehnopolis" Nikšić. On this occasion, the Government gave its consent to the signing of the Agreement and instructed the Ministry of Finance to transfer funds from the Budget of Montenegro for 2019 in the total amount of EUR 200,000 for its realisation.

The Government adopted the Information on the agreed termination of the construction contract and the Contract on the performing of professional supervision services for thec construction of a kindergarten in Bar, performing works on temporary landscaping/remediation of the terrain at the location of the former construction site of the facility concerned and selecting a new location for the construction of a kindergarten in Bar. The Government accepted agreements on termination of the construction contract and, among other things, instructed the Ministry of Education to, in cooperation with the Municipality of Bar, select a new location for the construction of a kindergarten, acquire urban-technical conditions, initiate activities on the preparation of project documentation and financing the construction of the facility to be included in the existing loan arrangement with the Development Bank of the Council of Europe.

The Government supported the Draft Law amending the Law on salaries of public sector employees, submitted to the Parliament of Montenegro by several MPs. The proposed provisions prescribe the right of the employee to severance pay in the event of a consensual termination of employment, and that the conditions, manner of exercising the rights and the amount of severance pay are determined by the Government at the proposal of the Ministry. It is also foreseen that the employee who terminates the employment contract on the basis of a written agreement, and exercises the right to severance pay, can not be hired in the public sector for a period of five years and that this limitation does not apply to an employee who returns the entire amount of severance pay.

The Cabinet supported the Draft Law amending the Law on civil servants and state employees, submitted to the Parliament of Montenegro by several MPs. Amendments were proposed in order to harmonise the piece of legislation with the provisions of the Law on State Administration and the regulations on organisation and work in the state administration bodies.

Also, the Government backed up the Draft Law amending the Law on local self-government, which was submitted to the Parliament of Montenegro by the same group of MPs, which harmonises the legal act with the provisions of the Law on Civil Servants and State Employees.
