Podgorica, Montenegro (23 May 2019) -- At today's session, the Cabinet passed the Decision on determining the minimum wage. At the proposal of the Social Council, the minimum wage was increased to 222 euros in the net amount.
The Government passed the Regulation on compensation for stimulating production of electricity from renewable sources and highly efficient cogeneration, which abolishes the renewable resource fee 1 from 1 June, which was charged to all households for consumption up to 300 Kwh.
Today's session also adopted the Draft Annex 5 of the Contract on the design and construction of the Smokovac-Mateševo section of the Bar-Boljare motorway No. 01-827 / 1 of 26 February 2014 - Permanent power supply - Installation of cable ducts on the open route and Moračica bridge. The Cabinet authorised Osman Nurković, Minister of Transport and Marine Affairs, to sign, on behalf of the Government, Annex 5 of the Contract with the CRBC, which establishes that the value of subsequent work will be 4,830,000.00 euros (VAT is not inluded), and that this amount is considered part of the Framework Sum defined by the Contract, which amounts to 10% of the contract price from the basic Design and Construction Contract. Also, it was concluded that these works have no effect on the new deadline for completing the total works, which remains unchanged - 30 September 2020.
The Government passed the Regulation on the visa regime, which introduces new countries in the list of countries with whose valid visa or residence permit, third-country nationals can stay visa-free in Montenegro for up to 30 days. It was noted that Montenegro, as a recognised tourist destination, should facilitate the arrival of as many foreign tourists and potential investors as possible, and that by amending the Regulation, it will encourage the arrival of a large number of foreign nationals. Bearing in mind that these are countries that, when issuing a visa or residence permit, undertake special checking measures, this provision covers Australia, Japan, Canada, New Zealand, as well as the three countries of the European Union that are not members of the Schengen, namely Croatia, Bulgaria and Romania. Furthermore, there is a need to allow holders of valid travel documents with a valid APEC business travel card to enter Montenegro and allow them to stay of up to 30 days, without a visa, since the procedure is a condition for obtaining APEC business travel card in accordance with modern safety criteria.
In order to intensify cooperation, especially in the field of economy, tourism and culture and the promotion of friendly relations, the Government reached a decision on the opening of the Montenegrin consulates in Vilnius - the Republic of Lithuania, Gnjilane - the Republic of Kosovo and Khraco - Ukraine, headed by honorary consuls.
The Government adopted the Report on the Implementation of the Public Finance Management Reform Programme 2016-2020 for 2018. When presenting the Report, it was noted that the fulfillment of the performance indicators shows a positive trend, and that most of the planned activities for 2018 were realised. Compared to 2017, the percentage of the realised indicators increased from 46% to 54% in 2018, and the percentage of indicators that did not come to realisation decreased from 20% to 10% in the previous year.
The Government adopted the Information on the fulfillment of the conditions for entry into force of the Long-Term Lease Agreement for the military tourist complex "Mediteran" Žabljak. The lease agreement was signed on 21 November 2018 by the Government of Montenegro as the Lender and Consortium "CG SKI" (comprised of the company: CG Ski doo and Batic International Trading LTD Estonia) as a Leaseholder. The contract as a subject of lease defined land of 13.951m², owned by Montenegro, and the obligation of the Lessee is the construction of an exclusive, luxurious, environmentally sustainable and economically profitable tourist complex of at least four stars category. The leaseholder is obliged to invest EUR 5.006.660,00, in accordance with the Investment Programme, which is an integral part of the Contract, while the lease term is 30 years from the date of fulfillment of the Contract.
The Cabinet passed the Decision on the development of the Detailed Spatial Plan "Centre", Municipality of Plužine. The goal of this document is to create urban solutions that will treat the planned area as a municipal centre with high-quality urban functions of municipal importance and strengthening the function of the centre of service, health, education, cultural, banking and IT activities.
The Government adopted the Decision on the development of the Spatial Plan of the Municipality of Plav. It is explained that the new spatial plan should be developed, as the existing one includes the territory of the newly formed Municipality of Gusinje.
The Cabinet adopted the Decision on the development of the Study of the location "Štitarička Rijeka", Municipality of Mojkovac, which creates the planned preconditions for the use of renewable energy sources and the construction of power facilities that will be the drivers of the economic development of the municipality of Mojkovac.
Today's session also adopted the Information on the signing the Agreement on Environmental Cooperation between the Ministry of Sustainable Development and Tourism of Montenegro and the Ministry of Environment and Spatial Planning of North Macedonia.
The Government adopted the Information on signing the Memorandum of Cooperation between the Ministry of Health of Montenegro and the Ministry of Human Resources of Hungary in the field of health and medical sciences.
