PM Markovic: Armed Forces will help build roads to catuns, which will have multiple benefits for citizens, valorisation of potential of Sinjajevina

Podgorica, Montenegro (28 May 2019) -- Prime Minister Duško Marković, responding to questions by Janko Vučinić, MP, about the military field in Sinjajevina mountain, said there is and will not be any construction in this area.

"On the contrary, the Armed Forces will use the area in Sinjajevina for a short period of time during the year, exclusively for the conduct of military trainings. For these needs, while adapting them to the needs of the local and wider community, the Armed Forces will help build the necessary road infrastructure and break the roads to the catuns. And this will not devastate, but speed up the arrangement of the entire area, and will have multiple benefits for the citizens and economic valorisation of the potential of Sinjajevina," the Prime Minister emphasised.

He explained that although the projects intended for the defence were exempted from the obligations prescribed by the Law on Environmental Impact Assessment, the Ministry of Defence nevertheless consulted the institutions responsible for environmental issues and the municipality in whose territories the said polygon is foreseen and that all previous analyses show that the use of the site in this way cannot have a negative impact on the environment.

Recalling the significance of stability and security for the country's economic development, PM Markovic stressed: "In order to successfully respond to the tasks that the society puts before them, the institutions of defence and security must also provide conditions for the realisation of trainings, exercises and development of their ability to the appropriate standards."

In that context, he warned that it is not good to prevent efforts to improve the security of the country and our common security by disseminating disinformation, because Montenegro needs a society in which institutional care for defence and security is not hampered by any forms of self-organisation.

"Our military, in addition to its international reputation, proved to be a good neighbour and support to local communities and people in numerous needs, and I am sure that this will be the case in Sinjajevina as well," Prime Minister Marković concluded his answer to the first part of the question.

In response to a part of the question concerning the construction of small hydro power plants, he reiterated that the Government, with its first Plan, practically introduced a moratorium on issuing energy permits immediately after the beginning of the mandate, and only projects that were previously started and the reconstruction of existing facilities and the valorisation of the energy potentials of hydro-technical systems, that is, the project of the Municipality of Berane on the local water supply system, were continued.

"Both for me and for the Government - a sustainable energy system is a development issue we are focused on," the Prime Minister said.

Safe in the knowledge that small hydro power projects are benevolent attempts to create conditions for the development and creation of new values, primarily for local communities, he added that if in some cases the projections were not the most precise, there is a system for monitoring the implementation of such projects.

"Government does not turn a blind eye on the challenges that have arisen in this area. We solve them, trying to protect and preserve the environment and the natural environment of every locality, and its inhabitants at any cost! If the project does not bring the expected benefits to the community and the population it is intended for, we will take responsibility for a new approach, even when it turns out that there are no formal failures either on the side of the administration or on the side of the investor. Because you will recollect, the whole programme is designed to make the majority of concession revenues, as much as 70%, belonging to the local community, to make investors commit to strengthening local road and electricity infrastructure, to show the necessary level of social responsibility. If these effects are missing, there is no reason to insist on the realisation. On the contrary, we will suspend any such project," Prime Minister Marković underlined.

He reiterated that neither kindergartens, nor the mini-hydro power plants, or factories, or resorts will be built if local majority believes it is bad for the community and stressed: "The goal of economic development is the welfare of citizens, not populism and daily political interests. Therefore, we will replace a project that does not provide welfare or endanger it with better one!"
