The area of science and research receives positive assessment in the EC’s Montenegro 2019 Report: Smart Specialisation Strategy and strengthened innovation policy commended

The EC’s Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) presented the Montenegro 2019 Report, in which Chapter 25 – Science and Research was positively assessed.
According to the document, the finalisation of the Smart Specialisation Strategy, as a policy document, is a particular achievement. Namely, the adoption of this Strategy is of utmost importance for the EC, as it shows Montenegro’s readiness to detect, along with the business sector, its priority areas in which the country has the potential to compete in the European market. Montenegro will be the first non-EU28 country to adopt this important policy document.
Furthermore, the EC has identified major progress in the area of research and innovation policy, which was also one of the 2018 recommendations. This is the first time that Montenegro has received a positive assessment in this area. A major contribution to the above was the increase in the Ministry of Science 2018 budget by 60%, which enabled the creation of new national programmes, most of which based on the principle of business co-financing. Finally, the Report has noted maintained active engagement with international bodies such as EUREKA, COST, CERN, IAEA and other relevant institutions.
The Commission’s recommendations for this year are related to continuous efforts to increase participation in the framework programme H2020, which was suboptimal despite substantial efforts invested by Montenegro so far, as a result of strong competition in the programme. The recommendations have also indicated the need to invest further efforts to establish a comprehensive statistical system, which will encompass private sector investment, resulting in an increased GDP share. Finally, activities should continue towards participation in European Innovation Scoreboard, which presents innovative statistics and provides a comparative analysis of results in the field of innovation in the EU countries.
The European Commission provides strong support for the system of research and innovation in Montenegro. In this regard, continued support is expected in terms of implementation of 2019 recommendations as well.
