Press release from 129th Cabinet session

Podgorica, Montenegro (11 July 2019) -- At its today's session, the Montenegrin Cabinet adopted the Report on the implementation of the Programme of Action of the Government of Montenegro for the 1st and 2nd quarters of 2019 and the Report on the implementation of the Conclusions of the Government of Montenegro for the 1st quarter of 2019, submitted by the Secretariat-General of the Government.

This year, the high level of realisation of obligations from the Program of Action the Government of Montenegro for the first and second quarters of 2019 was maintained, which amounts to 80.6% in the first two quarters.

Chairperson of the session Deputy Prime Minister Milutin Simović noted that the high level of realisation of the Programme of Action shows the responsible attitude of the Government towards its obligations.

The Government passed the Draft Law Amending the 2019 Budget Law of Montenegro, as a result of the successful economic policy of the Government, in order to create legal preconditions for refinancing of the existing debt and creating a fiscal reserve for obligations in the next year.

The Cabinet adopted the Decision on severance pay in the case of the consensual termination of employment of public sector employees and the Decision Amending the Decision on Borrowing of Montenegro in 2019, which enabled the Government to conclude a credit arrangement with financial institutions in the domestic or international market in 2019 through a bond issue in the domestic or international market amounting to up to EUR 250 million, with a World Bank guarantee, as well as through the issuance of bonds or government bills in the international and / or domestic market in the amount of up to EUR 500 million.

Today's meeting also adopted the Information on integration of Montenegro into NATO, with the Draft Declaration on completion of Montenegro's integration process in NATO.

The Government passed the Draft Law on the confirmation of the Agreement between the parties to the South-East European Police Cooperation Convention on the automated exchange of DNA data, dactyloscopic data and vehicle registration data with the Implementation Agreement. This document regulates relations between contracting parties on cross-border co-operation related to the fight against terrorism, cross-border crime and illegal migration, as well as the implementation of the Convention on Police Cooperation in South-East Europe, the sending and comparing of DNA profiles, dactyloscopic data and vehicle registration data. In this way, the Contracting Parties intend to strengthen cross-border police cooperation in the fight against public safety threats in terms of preventing, detecting and conducting investigations into criminal offenses as provided for in the Convention.

The Government was informed about the environmental incident in the Thermal Power Plant Pljevlja and pointed out the need for the maximum possible shortening of deadlines for the commencement of works on ecological reconstruction of TPP "Pljevlja", which foresees solutions for the complete elimination of such incidents. The Electric Power Industry of Montenegro was asked to urgently repair the damage and pointed to the necessity of regular monitoring and monitoring of possible discharge of wastewater and timely informing the public about it.

The Government expressed support and respect for the activities of the competent institutions that identified the perpetrators in a very short time and obligated their representatives in the Board of Directors of the Electric Power Industry of Montenegro to urgently convene an extraordinary session that would declare responsibility for the occurrence and consequences of the incident.

The Cabinet adopted the Strategy for improving quality of health care and safety of patients for the period 2019-2023, with the Action Plan for the period 2019-2023, which was created with the aim of implementing the vision of continuous improvement of the integrated quality management system and achieving high security of health services through the implementation of culture continuous improvement and systematic integration of all partners. 

The Government adopted the National Interoperability Framework. This act identifies interoperability postulates as key aspects of government's behaviour when providing public electronic services that create interoperability measures. This document identifies four layers of interoperability challenges - legal, organisational, semantic and technical, while pointing to the essential role of governance in order to ensure coordination of relevant activities at all levels of public administration. The national framework of interoperability as a conceptual model for public services includes the design, planning, development, operation and maintenance of integrated public services at all levels of government from local to state level.

The Cabinet adopted the Information on the preparation for the 2019 fire season. The presentation emphasised that the fire season is expected more readily and with improved human and material-technical resources compared to the previous one. In that regard, the implementation of preventive activities was initiated, and all subjects in the protection and rescue system expressed a high degree of interest and willingness to contribute to the preparation of the fire season. Through various forms of communication, local governments are reminded of the responsibility and obligations they have in the prevention and operational activities of the fire extinguishing process on their territory. At the end of the discussion on this item on the agenda, the Government instructed all the entities of the protection and rescue system to continue with the activities on the implementation of fire protection in the open space and that all available human and material resources in the event of need be put into function of extinguishing the fire.

The Government adopted the National Plan for the implementation of the Stockholm Convention. As a response of the international community to a systemic global solution to the problem of POPs chemicals (long lasting organic pollutants that are toxic to humans and the living world, bioaccumulative and persistent in the environment), the Stockholm Convention has been adopted with the basic goal of protecting human health and the environment from POPs chemicals . The Action Plan, which is an integral part of this National Plan, is planned to implement 53 activities in the period 2019-2023. in order to improve the POPs chemicals management system in Montenegro. Realizing the planned activities will achieve the necessary conditions and provide the necessary capacities to use and dispose of these chemicals in a safe manner using the modern practice and principles harmonised with the EU.

Today's Cabinet session also adopted the Second Semi-annual Report on the implementation of the Action Plan of the National Strategy for Transposition, Implementation and Implementation of the EU Law on Environment and Climate Change for the period 2018-2020, for the reporting period January-June 2019.

In order to create a more favourable business environment for entities engaged in cross-border trade, with the harmonisation of customs legislation with the relevant EU regulations, the Government adopted the Regulation amending the Regulation on the conditions for granting the status of an authorised economic entity in the customs territory of Montenegro.

In the framework of the implementation of the Law on Food Safety and Continued Consistency with the acquis communautaire, the Government adopted the Regulation amending the Regulation on additives for animal feed and premixtures which can be placed on the market.

The Government adopted the Information on the implementation of the concession contract for the construction of small hydropower plants on the Kutska River and Mojanska River and gave its consent the transfer of 1% of the share of the company "Hydroenergy Montenegro" d.o.o. Berane in concession societies "Small Hydro Power Plant Kutska" and "Small Hydro Power Plant Mojanska" to the company "Igma Energy" d.o.o. Andrijevica.

The Government adopted the Report on the procedure for granting concessions on the basis of the energy permit for the construction of a small hydropower plant "Štitska" on the part of the Štitska River watercourse and adopted the Decision granting the company Hydroenergija Andrijevica a concession for the construction of a small hydropower plant with installed power of 897 kW and planned annual production of 3 GWh. The Government also accepted the text of the Concession Agreement. Also, the Cabinet adopted the Report on the procedure for granting concessions based on the energy permit for the construction of a small hydropower plant "Umska" on the section of the Umski potok stream. The Decision was adopted giving the same company a concession for the construction of a small hydropower plant "Umska" installed capacity of 748 kW and planned annual production of 3.2 GWh. 

Concession contracts based on an energy permit for the construction of small hydropower plants up to 1 MW are of a typical character. The concession is granted for a period of 30 years, with a concession fee of 6.1% of the planned annual production of electricity, and if the annual production is higher than planned, the fee is 6.1% of the annual production. It also envisages the transfer of ownership of the land and facilities of the SHP from the concessionaire to the State, without any burden and without the right of the concessionaire, to claim any compensation.

The Cabinet was informed about the natural disaster that occurred in the municipality of Ulcinj and decided to allocate EUR 50,000 of emergency aid.
