Press release from 130th Cabinet session

Podgorica, Montenegro (18 July 2019) -- At today's session, the Montenegrin Government passed the Draft Law amending the Law on Communal Activities. The proposed law gradually, during a transitional period of five years, equates the prices of utility services for legal and natural persons and provides a more precise legal basis for the adoption of by-laws by the Agency for Regulated Utility Services.

In order to fully implement the Law on State Administration, the Cabinet passed the Regulation on office operations. The goal of adopting this by-law is to clearly define the tasks of receiving, recording, administrative and technical processing and delivery of acts, preservation of cases and other material, archiving and preservation of archived objects, as well as other handling of official material.


The Government adopted the Decision amending the Decision on the opening of border crossings for international maritime, air and rail traffic, the Decision amending the Decision on determining ports according to its purpose and the Decision amending the Decision on determining ports by type of maritime traffic. The  acts provides for the opening of the port of nautical tourism - the Kumbor marina- Portonovi and the border crossing point for the international maritime traffic.

Today's session adopted the Regulation amending the Regulation on the method of realisation and the level of incentive prices for electricity produced from renewable sources and high efficiency cogeneration, which determines the amount and method of determining the incentive price for electricity produced at the facility of the privileged producer. The amendment specifies the norm which establishes that the privileged producer has the right to an incentive price on the day of obtaining the status of the privileged producer during the period of the status. 

The Government adopted the Information on the conditions that should be fulfilled by development projects in the field of agriculture and wood processing in the procedure of selection of persons who may acquire Montenegrin citizenship by admission for the purpose of implementation of special investment programme of particular importance for the business and economic interest of Montenegro. The discussion stated that, in order to diversify the economy and balanced regional development, the scope of the sectors covered by this Programme is expanding in the fields of agriculture and wood processing.

The Cabinet adopted the Report on the work of the Agency for Control and Quality Assurance of Higher Education, with the Independent Auditor's Report on Financial Statements for 2018. The Agency has been established by the Law on Higher Education, as an institution responsible for the application of European standards and guidelines and the improvement of the quality of higher education in Montenegro. The task of the Agency is to fully implement the Standards and guidelines for quality assurance in the European higher education area, by defining clear procedures for the implementation of the procedures for accreditation of study programmes and the re-accreditation of higher education institutions and the making of independent and objective decisions. Bearing in mind that this is a newly*established institution, the Government pledges full support to its work, assessing it as extremely important for implementing programme commitments in the field of higher education reform.

The session considered the Draft Decision on the establishment of the Committee for monitoring the implementation of the Decision on long-term lease of the Lastavica Island with the "Mamula" Fortress, the Municipality of Herceg Novi, and the Decision on the acceptance of Annex No. 1 of the Lease Agreement for the "Kraljičina plaža" Budva, which adoption had been initiated by a group of MPs in the parliament of Montenegro. The Government, in its Opinion, which will be submitted to the Parliament, will evaluate the proposal as positive, as it will ensure that the implementation of these decisions is adequately monitored through an analysis of annual reports on realised investments, i.e., fulfillment of contractual obligations, which will contribute to strengthening the control role of the Parliament in terms of the investment projects of importance for the development of tourism and the overall tourist offer of Montenegro.

The Government got acquainted with the Report on the work of the State Commission for the control of public procurement procedures for 2018

At the proposal of the Ministry of Sports and Youth, the Government gave its approval for the co-financing of sports clubs from the first category of sports that are on the programme of the Olympic Games, FK "Sutjeska" from Nikšić and KK "Mornar" from Bar. The line ministry is responsible for determining individual amounts based on the submitted programmes of sports clubs related to the performance of sports activities and the implementation of sports activities in 2019, and within the allocated funds.

The Government gave its consent to financing the construction, reconstruction, adaptation and equipping of sports facilities.

The Cabinet approved the Information on the use of thermal camera in order to prevent illegal fishing in the National Park Skadar Lake. The Ministry of Agriculture and Rural Development provided EUR 25,000 from the MIDAS II project for the purchase and installation of thermal camera.
