Minister Pribilović takes part in political dialogue on challenges in public administration

Minister of Public Administration Suzana Pribilović participates in Ljubljana in the High Level Political Dialogue on Challenges in Public Administration in the Western Balkans. The conference is organised by ReSPA (Regional School of Public Administration) and is hosted by Minister of Public Administration of the Republic of Slovenia Rudi Medved.

"In the past few years, we have made significant progress in public administration reform, which has been accompanied by constant improvement of democracy and alignment of the legal system with European legislation and best practice. Here, I particularly want to highlight the role of ReSPA in supporting the Montenegrin administration in these challenging processes, especially in the optimization process. We are aware that we cannot implement this demanding agenda on our own. Therefore, we see the response to the current challenges in regional joining of capacities, and that is why I am particularly grateful to ReSPA, which often brings us together and which has created a platform for exchange of experiences that are crucial for the quality and continuation of the initiated processes,'' said Minister Pribilović.

Slovenian Minister of Public Administration Rudi Medved pointed out that all conference participants have a common past. "We went through different socio-political systems, we had a common government. Eighty years of common history is reflected in common challenges in public administration, and if the European Union is based on linking countries with different administrations, countries in the region share a common history and tradition in the area of bureaucracy,'' said Medved, expressing satisfaction with the fact that good cooperation with Western Balkan countries remains Slovenia's foreign policy priority.

Minister of Information Society and Administration of the Republic of North Macedonia Damjan Mancevski stressed that his government is paying special attention to the challenges of public administration and digitization through new projects.

Director of ReSPA Ratka Sekulović highlighted the excellent cooperation between ReSpa and many other institutions and organisations in the region and beyond. She recalled that in May 2017 ReSpa signed a Memorandum of Understanding with the Minister of Public Administration of the Republic of Slovenia, and that the document is evidence that a high-level Dialogue is being conducted in the region.

Minister of Public Administration and Local Self-Government of the Republic of Serbia and Branko Ružić emphasised that ReSPA provided the networking of people doing the same job: creating a public administration that will be a professional, modern, efficient service of providing public services to citizens. Thanks to this networking, they can share examples of good practice and experience, in order to cope with challenges more easily. 

Minister of Justice of Bosnia and Herzegovina Josip Grubeša stressed that organising such a conference is a clear sign that EU member states are ready to help the Western Balkan countries with their experience and knowledge in the reform process. 

Representtive of the European Commission Ritva Heikkinen said the Political Dialogue was a unique opportunity to analyze the past five years of developing public administration reform in the Western Balkan countries and to consider priorities for the future. She also stressed that the process of public administration reform requires a long-term commitment. It is very possible that partner governments, especially from the same region, face similar challenges, which is why sharing information is very important.

Director of Public Administration Department Albana Kociu said that reform is always part of the talks, especially when it comes to what Albania needs to achieve in order to become an EU member.

The political dialogue is dedicated to public administration reform and represents an opportunity for ministers in charge of public administration reform to discuss a number of issues and modalities for further cooperation at regional level.
