Competitiveness Council reviews Proposal of Labour Law

At its 8th session, chaired by the President of the Council, Prime Minister Duško Marković, the Council for Competitiveness reviewed the Proposal of the Labour Law and assessed that the proposed solutions achieved a high degree of agreement in key areas: suppression of the gray economy, flexibility in the labour market and protection of employees' rights.

The Council discussed the comments of the Council members from the business community – the Chamber of Economy of Montenegro, the American Chamber of Commerce in Montenegro, the Foreign Investors Council, the Montenegrin Employers Federation and the Montenegro Business Alliance – and agreed to systematize key joint proposals of the business community in order that the competent Ministry, in continuation of the social dialogue, drafts the final text of the Proposal and sends it to the Government for adoption as soon as possible.

PM Marković emphasised that the Proposal of the Labour Law must be a new qualitative step in the policy in this area, which should increase competitiveness and bring new value, and in the regulatory sense it should not allow excessive administration and introduction of administrative procedures for employers.

The Council also reviewed and upheld the Proposal of the Law on the Labour Fund, which in order to protect employees regulates, among other things, more precisely the procedure for exercising an employee's right on arrears, on the basis of termination of employment due to bankruptcy with the employer.

The Proposal of the Law on e-government, upheld by the Council, seeks to improve the environment in which public administration will serve citizens and businesses, and the best way to eliminate administrative barriers is precisely to enable citizens and businesses to communicate with public administration at any time and from any place.

The Council upheld the Proposal of the Law on the use of physical infrastructure to set up high-speed electronic communications networks, which aligns this area with the relevant European Union directive.

Bearing in mind the need for a thorough discussion of all items on the agenda, the Council decided to review the remaining topics in the continuation of the session, which would be subsequently held.
