PM Marković: Recommendation of Agency for Prevention of Corruption to review and amend current framework regulating housing policy accepted

Prime Minister Duško Marković, answering the question from MP Miodrag Lekić during the Prime Minister's Question session, said that the Government has accepted the initiative of the Council of the Agency for Prevention of Corruption on the need to make a detailed analysis of the legal framework regulating the housing needs of officials and civil servants and state employees in order to propose amendments of relevant legal provisions.

"Therefore, following the initiative, a preliminary analysis of the legal framework regulating the manner and procedure of addressing the housing needs of officials and civil servants and state employees was made, as well as of the Government's decision as the legal basis. In this regard, the Agency's recommendation was accepted to review and amend the current framework regulating this issue, as I said, there is no overlapping of procedures and decisions and no influence of one branch of government on another," PM Marković emphasised, noting the ongoing communication with the Agency's representatives in order that a joint Working group prepares and proposes to the Government the amendments to the relevant regulations, under the coordination of the Deputy Prime Minister for the political system, internal and foreign policy.

Categorically rejecting claims that there is a conspiracy against democracy and the state that is realised through material assistance to employees to address housing needs, PM Marković stressed:

"What exists - is a housing policy that has shown certain weaknesses. And what also exist (...) are democratic institutions that will or will have to deal with it. Also, there is the Prime Minister who disclosed, as you said the requested information, not because of some exclusivity and pressure, but because it was otherwise public information and because it is a legal obligation for me, but at the same time it is also an opportunity for all of us to identify weaknesses and omissions, and to try to define housing issues in such a way that it is not a privilege but really a result of need, whether it is a civil servant or an official. "

Noting that the housing needs of officials were addressed in all systems and in all governments and that any errors would be corrected, the Prime Minister concluded:

"I think this is a necessary policy, which must include civil servants and officials, but it must be public, it must be transparent and it should not be misused."
