DPM Pažin: EU membership attainable only if all relevant institutions show responsibility at all levels

The Rule of Law Council, chaired by Deputy Prime Minister for Political system, Interior and Foreign Policy Zoran Pažin considered at today’s session, in the presence of Head of the EU Delegation to Montenegro Aivo Orav, the European Commission’s Non-paper on the state of play regarding chapters 23 and 24 for Montenegro.
“Although the European Commission has noted progress in the non-paper in many key areas of the rule of law, I want us to focus on the areas in which we can and must do more and better. We are at a phase that requires the institution in charge of the rule of law to show much more of the responsible work, individual and institutional quality and concrete recognisable results in their respective remits. This will not be possible unless all competent institutions demonstrate responsibility at all levels, starting from heads of institutions all the way to every office holder and every officer,” DPM Pažin stated.
The Deputy Prime Minister emphasised that there can be no room for indolence in the performance of duty, or casual ticking of boxes, but the results must be essential, such that they can be felt by citizens through increased legal certainty, as the most significant attribute of the rule of law.
”This is the only approach to commitments that can lead to greater trust in the judiciary and other institutions, primarily of the citizens, but also of our partners in Brussels,” the Deputy Prime Minister added.
According to Head of the EU Delegation to Montenegro Aivo Orav, the European Commission recognises and welcomes the progress that Montenegro has made in the alignment with EU acquis, institution-building and track-records in many rule of law areas, while also pointing out to a number of remaining challenges.
The members of the Rule of Law Council, heads of states institutions in charge of the rule of law, have committed to report to the European Commission on the progress made in fulfilling the recommendations from the rule of law non-paper, before the adoption of the next annual Report on Montenegro.
