Montenegro Draft Economic Reform Programme 2020-2022 published

As EU candidate country, in the pre-accession period, Montenegro develops the Economic Reform Programme. The Programme contains a macro-fiscal framework and a chapter dedicated to defining and prioritising structural reforms, with a view to removing obstacles to economic growth and development, as well as enhancing the competitiveness of the national economy. The Programme 2020-2022 will be adopted by the Government of Montenegro and submitted to the European Commission by the end of January 2020.

The selected structural reform priorities are in line with the priorities set out in national documents, national and regional strategies, key documents in Montenegro's EU accession process, European Commission's guidelines and joint recommendations from the Brussels Ministerial Dialogue. The structural reforms outlined in the Economic Reform Programme 2020-2022, in line with EC guidelines, are sublimated in 8 key areas: reform of the energy and transport markets; sectoral development; business environment and the fight against the gray economy; research, development and innovation and the digital economy; trade reforms; education and skills; employment and the labour market; social inclusion, poverty reduction and equal opportunities.

In order to ensure the broadest consultation process in the selection of priority structural reforms, intensive stakeholder consultations were conducted, as well as consultations with civil society organisations, the economy and all other interested stakeholders at the meeting which took place on 6 September, at the beginning of the developing of the Programme. A separate annex to the document will be drawn up on the involvement of all stakeholders.

The Draft Economic Reform Programme 2020-2022 has been made available to the public on the web page of the Government and will be the subject of public debate until 23 December 2019.
