Podgorica, Montenegro ( 5 December 2019) -- At today’s 146th session, headed by Prime Minister Duško Marković, the Montenegrin Cabinet passed the amended Draft Law on freedom of religion or belief and legal status of religious communities.
Representing the proposed law, Deputy Prime Minister for Political System, Internal and Foreign Policy Zoran Pažin, stated that the Law of 1977 is still in force and that by todays act the Government is fulfilling its constitutional duty.
The Cabinet passed the Draft Law on Media, which is fully in the line with international standards. In addition to the representatives of state institutions, representatives of the media community, civil society, academia, regulators and self - regulators and the Media Union also participated in its preparation.
The Cabinet passed the Draft Law on Maritime Agency Activity that regulates conditions for performance of this activity, which includes navigation, ships and their exploitation, acceptance and departure of ships, care of passengers and a crew, mediation in signing agreements on exploitation of ships, sale, construction, conversion, repair of ships and responsibility of ship owners and supply of ships with supplies and other issues of significance for the performance of maritime agency activities. In addition, the conditions for conducting maritime agency activity, the rights and duties of a maritime agent and maritime intermediary agent, the manner of keeping a register of maritime agents and maritime agents of intermediaries, the supervision of the performance of maritime agency activities and other issues of significance for the work of maritime agents and maritime agents of the Intermediaries.
The Cabinet passed the Draft Law on fiscalisation in the transport of products and services, which defers application of the Law until 1 of January, 2021, because the tender procedure conducted under the supervision of the World Bank has not been completed.
The Cabinet approved the Decision on declaring the Zeta River Nature Park. The discussion emphasised that the Study protection for declaring the natural goods of the Zeta River valley, was designed and funded by Municipality of Danilovgrad and the Capital of Podgorica. The study found that this area is characterised by a high level of biodiversity with significant spinning, ecological, cultural and aesthetic values, which preservation and protection is necessary. The total area of the nature park, according to the Study is 119, 85 square kilometres and it covers 78 % in the territory of Danilovgrad and 22%in the territory of the Capital Podgorica. The declaration of the Zeta River as a protected area, will preserve the natural values and natural resources that characterise this area and which should be adequately managed.
The Cabinet adopted the Decision on designation of the ministries that can have secretaries of state, which regulates that the Ministry of Science may also have a secretary of state for the purpose of adequately managing innovation affairs, particularly for the section on smart specialisation strategy – S3 and IPA funds, as well as the Ministry of Labour and Social Welfare.
In order to expend its activities for the purpose of more efficient business operation, the Cabinet approved the amending Decision on the Decision on the founding of the Mojkovac – based company "Ski resorts of Montenegro".
The Cabinet also approved the Concession Act on the implementation of Kotor – Lovćen cable car project. The concession for the implementation of this cable car project, it is foreseen the design, financing, construction, maintenance and the transfer of the cable car system from the site Dub in Kotor to the site Kuk in Lovćen on the territory of the Capital of Cetinje on the basis of "design, build, finance, manage, transfer". The anticipated completion of the cable car concession is 30 years after the date of the works began, i.e. the date when all preconditions foreseen in the Draft Concession Agreement are fulfilled. The concession period lasts 30 years, in the line with the Law on Concession.
