PM Marković, leadership of Union of Municipalities: Government good economic policy transmits to local self-government, cooperation in preparation of regulations to be boosted

Prime Minister Duško Marković and leadership of the Union of the Municipalities of Montenegro (ZOCG) noted earlier today that the excellent economic results, the Government achieved in the past three years, transmitted to Montenegrin municipalities and agreed on concrete steps in further boosting of the cooperation between the state executive authority and local self-government. 

"The Government continues the exercise of regular communication with all entities that contribute not only to the implementation of its economic policies but also to the creation of those policies. Municipalities are an important part of the overall public sector. Without our healthy communication and healthy relations, our overall policy cannot be successful and produce results and these results primarily are a further development and a better standard of living for our citizens," Prime Minister Marković noted at the beginning of the meeting.

President of the Managing Board of the Union of the Municipalities of Montenegro Veselin Grbović pointed out the national association of local authorities operates successfully and acts unique regardless of the political differences of the representatives and saw room for further boost of cooperation with the executive authority. 

"We are functioning as a whole and possibly the only institution in Montenegro acting uniquely regardless of whether one of us is a position or an opposition. Our cooperation with the Government is good, the Government produced good results in these three years and transmits all of that to municipalities," said ZOCG Managing Board President Veselin Grbović, adding that the institution sees room for cooperation boost, particularly in the implementation of regulations concerning the local self-government. 

Representatives of the Government and the Union of the Municipalities noted that the procedure of passing and quality solutions in the Law on Local Self - Government and the Law on Local Self-Government Financing, represent an example of good cooperation and certain solutions in the Law on Spatial Planning and Construction of Structures, should be considered on these principles, aimed at increasingly efficient implementation of the law in terms of increasing the number of illegal facility legalisation.
 
Aimed at improvement of the cooperation, the Prime Minister announced that in drafting the Work Programme of the Government for 2020, a drafting version of a document will be submitted to the Union for a statement on legal solutions that the association of the local self-governments considers necessary to give an opinion before adopting the document at the Cabinet session, in the same way it was agreed at the Social Council session last week. 

At the end of a meeting, the Prime Minister noted that very successful economic policy of the Government in the past three years, during which the collection of source revenues increased by EUR 260 million, economic growth among the highest in the Europe had been achieved, and around 30, 000 new jobs were created, is a result of both, the Government and the local self-government. 

The meeting also discussed a number of concrete topics relating to the Government and the local self-government. In this regard, it was agreed to intensify cooperation in the upcoming period in order to implement the agreed solution in a quality manner. 

Meetings of the Prime Minister with leadership of the Union will be held quarterly, it was agreed at the meeting. 

The meeting was attended by Minister of Finance Darko Radunović with his associates, on behalf of the Government, Deputies of the Managing Board Dragoslav Šćekić and Željko Aprcović on behalf of the Union of the Municipalities, President of the Podgorica City Assembly Ivan Vuković, Secretary General Refik Bojadžić, President of the Financing Board of the local self-government Miomir Jakšić and Board Secretary Žana Đukić
