State Secretary Filipović speaks about Draft Law on Military Intelligence and Security Affairs: Reform of security system continues

Podgorica, Montenegro (19 December 2019) -- "The Draft Law on Military Intelligence and Security Affairs regulates the competences, authorisations, status issues and the manner of supervision and control of the work of the Intelligence and Security Service of the Ministry of Defence in a complete and unique manner," State Secretary of the Ministry of Defence Slobodan Filipović stated at a press briefing after the today's Cabinet session.

State Secretary of the Ministry of Defence Slobodan Filipović stressed, specifying the novelties foreseen by the Law on Military Intelligence and Security Affairs that in comparison to the previous regulations, the novelty is introducing authorization to confirm identity, inviting persons to interview and detect and document of criminal offenses, when their perpetrators appear as Ministry of Defence employees and service personnel in the Armed Forces of Montenegro. "The introduction of the aforementioned authorisations will provide to further determine the credibility of the data collected, specialise and professionalise the work and achieve synergy and coordinated action of all subjects of the security system," State Secretary Filipović noted.

State Secretary Filipović pointed out that the oversight of military intelligence and security is carried out by the Government, the Assembly and the Defence and Security Council, as external control entities, while internal control is exercised through the Inspector General's institutes, with the aim of protecting and improving the integrity and prevention of illegal activities and irregularities.

The Law on Military Intelligence and Security Affairs is in line with the further reform of the security system, bearing in mind that in the previous ten-year period, the conduct of the Intelligence and Security Directorate of the Ministry of Defence was standardized by the Law on Defence.
