Ministry of Finance announces that it will pay bank guarantees for wastewater treatment and sewer system in Budva, Protector of Property and Legal Interests files criminal charges for harming state and municipality

The Ministry of Finance announced that the Cabinet adopted yesterday the Information on the activation of the State Guarantee in the amount of EUR 29.250.000 issued in favour of the German-Austrian company WTE Wassertechnik GmbH and the EVN Group, that the Government will fulfill the obligation, but also that it has tasked the Protector of Property and Legal Interests of Montenegro to file criminal charges against those responsible for causing harm to the State of Montenegro and the Municipality of Budva.
"The Cabinet, not wanting to damage its international reputation and not wanting to show itself as a State that does not respect international obligations and in this case fails to make the payment of the given guarantee, at yesterday's session adopted the aforementioned information and created an assumption to fulfill its financial obligation. Furthermore, noting that the entire business was legally questionable, the Cabinet passed the Conclusion that jurisdiction over all material should be submitted to the Protector of Property and Legal Interests of Montenegro, with the duty to file criminal charges with the competent State Prosecutor's Office, against all natural and legal persons in Montenegro and abroad who caused damage and endangered the financial and economic interests of the State and municipality of Budva. What we feel obliged to share with you is the observation that during this process it was found that major gaps were made in the conclusion of the Contract itself, the tender procedure, the implementation of the project itself, the quality of the works performed, certain financial activities that can at least be characterised as suspicious and problematic, including criminal activities, which was also noted in the findings of experts involved in this process," State Secretary at the Ministry of Finance Nemanja Katnić said at the press conference at the Government of Montenegro.
