Council for Innovation and Smart Specialisation holds its first session: Priorities of Smart Specialisation Strategy are basis for Montenegro's new development model

The Council for Innovation and Smart Specialisation noted at its first session, chaired by the President of the Council, Prime Minister Duško Marković, that the Smart Specialisation Strategy of Montenegro (2019-2024), adopted by our country half a year ago as the first country in the region, represents a basis for economic growth and advancement of society in other spheres, as well as a prerequisite for formulating a new model of Montenegro's development.

Strongly endorsing the three strategic priorities identified in the document - Sustainable Agriculture and the Food Value Chain, Energy and Sustainable Health and Sustainable Health Tourism, the Council highlighted the need for further strong development of information and communication technologies and the creation of a special programme for startups.

Furthermore, it was pointed out that the Strategy is compatible with the priorities of the new European Commission, as evidenced by the letter of the European Commissioner for Neighbourhood Policy and Enlargement Negotiations, Olivér Várhelyi, sent to the Prime Minister a day earlier. "I welcome that Montenegro was the first country in the region to adopt a Smart Specialisation Strategy (June 2019), which has the potential to boost growth and jobs identifying and developing own competitive advantages via an innovative approach," the Commissioner's letter reads.

President of the Council, Prime Minister Duško Marković said that our country needed stable long-term growth and development, sustainable and competitive industrial production, employed young people, who with their creativity and diligence will rapidly push our society forward.

"We need to diversify the economy, and as much as we are aware of all the constraints, we must try to be present in at least a few technologically intensive fields. Therefore, the plan is to focus our modest resources on three priority areas, and in them intensively support innovation in Montenegro at all levels, but with particular attention to young generations of experts. Whether they are educated here or in search of new knowledge temporarily abroad, our task is to create a center of gravity at least in these few priority fields of activity, which will attract and retain them in Montenegro," PM Marković said.

The Council became acquainted with the Action Plan for the Implementation of the Smart Specialisation Strategy of Montenegro (2019-2024) - targets for 2020 and considered the possibilities for establishing an implementation body for fostering innovation.

The Work Programme of the Council for Innovation and Smart Specialisation for 2020 has been adopted.
