Podgorica, Montenegro (26 December 2019) – The Council for NATO, at its 5th session, chaired by the President of the Council, Prime Minister Duško Marković, discussed a number of issues arising from Montenegro's membership in the Alliance. It was noted that Montenegro achieved significant and measurable results after two and a half years of membership and that, by high-quality and timely fulfillment of its obligations within the Alliance, it once again justified the credibility which, as an ally, it enjoys at Alliance level.
Discussing the implementation of Montenegro's political priorities within NATO, the Council assessed that profiling our country in the Alliance through the implementation of political priorities is very successful and, as such, equally important for Montenegro's EU accession process. At the same time, Montenegro continues to pursue activities to address global security challenges that require joint, coordinated action and cooperation by allies.
Furthermore, the session discussed in detail the implementation of NATO guidelines on defence allocations, the implementation of NATO capabilities goals, contributions to the Alliance's efforts to strengthen defence and deterrence, project stability, as well as contributions to NATO's command and force structure. As part of this agenda item, the Council, through extensive discussion, assessed that Montenegro had made a sufficient contribution in the context of the aforementioned membership obligations, as our contribution was assessed very positively at the level of the Alliance also.
The Council also considered updating the Catalog of National Responses to NATO Crisis Response Measures, which is crucial for the effective functioning of crisis management in Montenegro. It was concluded that by updating the Catalog, Montenegro has improved its connection with the crisis management system in NATO, thus providing a timely and coordinated response to contemporary security challenges, risks and threats, primarily of a hybrid and asymmetric nature. The importance of high-quality future inter-ministerial cooperation in this field was emphasised.
As the fourth item on the agenda, the Council considered the implementation of the 2019 Action Plan 2019 of the 2018-2020 Communication Strategy Montenegro – NATO Member. It was concluded that the Strategy is being successfully implemented, and that the Communication Team is taking all measures to continue the process successfully in the future. The implementation of the "WeareNATO" campaign conducted by Montenegro with the support of partners from the United Kingdom, with the aim of profiling Montenegro as a successful ally, was assessed as successful.
