Podgorica, Montenegro (6 February 2020) -- At its 156th session, chaired by Prime Minister Duško Marković, the Montenegrin Cabinet adopted the 2020 Work Programme.
This year, the Cabinet's economic activities rely on a successful policy, implemented in this area over the last three years of the term, which reflected in a continued high rates of economic growth, among the highest in Europe, high FDI inflows, a significant reduction in unemployment and quality implementation of priority development projects.
The strategic goal of the Cabinet's economic policy this year is a sustainable growth, which will contribute to further improvement of the citizens’ quality of life.
Within the European integration process, the Cabinet plans with the Work Programme for 2020, to carry out activities on the implementation of obligations from the negotiation process, with an increasingly intense and quality dynamic, sending an unambiguous message of its key strategic priority, as a clear response to the time horizon of the EU Enlargement Strategy and a sign of readiness to participate in the dialogue on the future of Europe 2020-2022.
The Cabinet's 2020 Work Programme is imbued with activities, arising from the European agenda, with a significant number of items from the Thematic part and 30 obligations from the Normative part, which are, at the same time the obligations established by the Programme of Accession of Montenegro to the EU 2020-2022.
The Cabinet adopted the Programme of Accession of Montenegro to the European Union 2020 – 2022, as a part of the European integration process. A program is a strategic document, which includes 33 negotiating chapters in tabular form. As the acquis is constantly changing and evolving, bearing in mind the dynamics of the negotiation process, the Accession Program is being adapted annually to changes, within the process of the EU law development. In this regard, this document is in line with the new acquis, but also the dynamics of adopting national legislative and strategy documents, i.e. planned employment. Through the negotiation chapters, the Accession Programme of Montenegro to the EU is structured as follows: an introduction to the chapter, plans and needs (strategic and legislative framework) for further compliance with the acquis, as well as administrative capacities.
Montenegro's EU Accession Program 2020-2022 planned adoption of 491 regulations, of which 97 laws, 278 byelaws and 116 strategic documents. The adoption of 48 laws and 178 byelaws, or 56 strategic documents, is planned for 2020. The administrative capacity building plan includes aggregate data on job reassignment, mobility within public administration bodies, as well as new employment. On this basis, a total of 442 employees are planned to be hired, of which 267 in 2020.
The Cabinet also adopted a Report on implementation of the Program of Accession of Montenegro to the European Union 2019-2020 for 2019. Out of a total of 298 commitments, 213 have been fulfilled, accounting for 71% of implementation, it was noted at the Report. Out of 222 laws and byelaws, 146, or 66 % were implemented. Also, out of the 76 strategy papers, 67 were fulfilled, accounting for 88 %.
The Cabinet adopted Annex II on report of the European Commission on Montenegro for the period of 1 November 2019 - 31 January 2020. With this document, Montenegro informs the European Commission about the state in the area of political and economic criteria, i.e. the progress in terms of assuming membership obligations for the 33 negotiating chapters. An annex represents a significant starting point of the European Commission, on the occasion of drafting the annual report for Montenegro, which sets out the achieved results and makes recommendations for further work.
