DPM Pažin: Power and opposition share responsibility for functionality of judiciary

Podgorica, Montenegro ( 7 February 2020) - Only an effective and responsible judiciary that has all the conditions to make an independent, impartial and professional decisions can earn the high public trust and be a mainstay of the overall social development, Deputy Prime Minister for Political System, Interior and Foreign Policy and Minister of Justice Zoran Pažin noted earlier today, at the first session of the Council for Monitoring the Implementation of the Judicial Reform Strategy 2019- 2022.
Deputy Prime Minister Pažin recalled that the Constitution and laws of Montenegro prescribe a high degree of joint decision-making and shared responsibility of the authorities and the opposition, for functioning of the key judicial institutions and thus the overall development of society and the Montenegro's EU bid.
"It is illusory and short-sighted to think that anyone in Montenegro will be better off, if the rule of law is worse, i.e. if the opposition blocks appointments to key positions in the prosecution and the judiciary and makes them conditional on other unrelated political demands. As responsible people, we must think how to bring the most responsible and competent people to these vital positions, outside our daily political goals. Because there is no such policy that wishes well to Montenegro, which can be achieved without a stable rule of law," the Deputy Prime Minister stated.
Achieving a clearer line of responsibility for the Prosecutorial Organization can only be reached through a broad political and social dialogue on new legal solutions of how to evaluate results in tackling all types of crime, with particular highlight on the most serious forms such as organized crime, and who to address the responsibility if the results are missing, the Deputy Prime Minister noted.
When it comes to the significant national issues, the Deputy Prime Minister pointed to the political system of Montenegro, which was legally designed for a much higher level of democratic culture, dialogue and cooperation, compared the one we have today.
"That is why the responsibility of key political actors is primarily to show their verbal commitment to the European values and give undivided support to key judicial institutions, competent for the rule of law and the overall progress of society. A two-thirds support of citizens for the European future of Montenegro, obliged us all to do so," the Deputy Prime Minister concluded.
The Council for Monitoring the Implementation of the Judicial Reform Strategy 2019-2022 was formed to monitor the activities of state authorities, aimed at strengthening the independence, impartiality, responsibility and efficiency of the judiciary, an integration into the European judicial system, strengthening the accessibility, transparency and public confidence in the judiciary and the development of state authorities and professions working in the system of justice.
