Press release from 157th Cabinet session

Podgorica, Montenegro (13 February 2020) – At its 157th session, chaired by Prime Minister Duško Marković, the Cabinet passed a Decree amending the Decree on the Implementation and Procedure of Using the EU Instrument for Pre-Accession Assistance (IPARD II Programme). The amendments are of a legal and technical nature and relate to the terminological harmonisation of certain terms, conditions and criteria prescribed by the IPARD II Programme.

Due to personnel changes in the Ministry of Foreign Affairs and the Ministry of Human and Minority Rights, the Cabinet passed a Decision amending the Decision on the formation of part of the Joint Commission for the Implementation of the Basic Agreement between Montenegro and the Holy See.

The Cabinet adopted a Decision to amend the Decision on the appointment of the State Commission for Technical Review of Works on the Construction of the Bar - Boljare Motorway, the Smokovac-Uvač-Mateševo Priority Section. As the volume of works increased and the originally agreed deadline for completion of works was extended, the Decision increases the amount of necessary financial resources for the work of the Commission of EUR 2,833,520.74 by EUR 720,000.00.

Within the harmonisation of national legislation and standards with the Schengen acquis, the Cabinet passed the Report on the implementation of the Schengen Action Plan for 2019 and adopted the Action Plan for 2020. The Report states that out of 129 measures, 82 (63.56 percent) were implemented, 41 (31.78 percent) partially implemented, while 6 measures were not implemented (4.65 percent), so that the total percentage of implemented 2019 Schengen Action measures is 95.34 percent, while in 2018 it was 90.48 percent.

It is particularly emphasised that in 2019, an external evaluation by the European Commission estimated that we had fulfilled 96.7% of the indicators for payment of third (second variable) tranche in the amount of EUR 3.868 million (out of a maximum of 4 million). Thanks to the efforts made and the results achieved by all participants in this process, out of a total of EUR 20 million allocated for the needs of this project, EUR 19,868 million (99.34%) was paid on the basis of the realized indicators, which was assessed as a great recognition to Montenegro and a sure sign that we are on the right track to adopting most of the Schengen standards by EU accession.

The Cabinet passed the Information on Montenegro's Presidency of the Central European Initiative (CEI) from 1 January to 31 December 2020. CEI is the oldest and largest regional initiative in Central and Southeastern Europe, bringing together 17 countries and acting at political and project levels through government, parliamentary and business cooperation. The discussion highlighted that Montenegro supports the Initiative's activities to create a sustainable and prosperous region, while promoting a credible European perspective of the aspirant countries. In its chairmanship capacity, Montenegro will be dedicated to strengthening good neighbourly relations, constructive exchanges of views and ideas, as well as enhancing dialogue and project-oriented cooperation among CEI member states.

The Cabinet passed the Decision on appointment of an independent auditor for the audit of the financial statements of "Airports of Montenegro" for 2018. In accordance with the legal obligations and previously implemented procedures, the Decision appointed Podgorica-based EuroRev LLC as an independent auditor, who fulfills all the conditions stipulated by law, for a mutually agreed price of EUR 9,667.90, including VAT.
