At its 159th session, chaired by Prime Minister Duško Marković, the Cabinet approved the Work Programme and Financial Plan of the National Tourism Organisation of Montenegro for 2020. It is estimated that high rates of economic growth and tourism revenue as a key branch of the economy, as well as an increase in the number of nights and guest profile, confirm Montenegro as a high-quality, prestigious and safe tourist and investment destination. The Government will continue to pursue policies and take measures to ensure that our country's image is not only maintained at such a high level but also improved.
The Cabinet passed the Report on the implementation of the Action Plan for the Prevention of Illegal Forestry Activities for the Period 2019-2021.
The Cabinet passed the Decree on Amendments to the Decree on the Organisation and Operations of Public Administration.
The Decision to establish a Civil Aviation Security Risk Assessment Commission was passed. The task of the Commission is to carry out, in accordance with the National Civil Aviation Security Programme, a risk assessment for Podgorica and Tivat airports, taking into account the methodology of the International Civil Aviation Organisation (ICAO) and the European Civil Aviation Conference (ECAC). It is prescribed that the Commission performs risk assessments at least once a year. The Commission shall be established for a period of four years.
The Cabinet passed the Information on the fulfillment of the assumptions regarding the capital subscriptions paid in to the International Bank for Reconstruction and Development (IBRD).
The Report on the Work of the Joint Commission for the Implementation of the Agreement Governing Relations of Common Interest between the Government of Montenegro and the Islamic Community in Montenegro and on the Work of the Joint Commission for the Implementation of the Agreement Governing Relations of Common Interest between the Government of Montenegro and the Jewish Community in Montenegro was passed. The discussion expressed satisfaction with the successful work of the commissions and the results achieved and emphasised that the Government, through the line ministries for human and minority rights, education and culture, as well as through the work of the mixed commissions, will continue to work on further improvement of cooperation with these religious communities in order to affirm religious freedoms, preserve multiconfessional harmony and resolve all those common issues which are the subject of the agreements concluded.
The Cabinet passed the Information on the activities for the establishment of a regional creative centre (hub) in Bijelo Polje.
The Cabinet passed the Information on the conclusion of the Agreement for the reconstruction of the building of the Old Prison in Kotor within the project "Cross-border exchange with the aim of developing the culture and creative industries". The aim of the project is to establish a creative hub.
The Cabinet passed the Report on the Implementation of the Programme for the Implementation of Recommendations for the Advancement of Education Policy 2019-2021 based on the results of the PISA 2015 study for 2019. The Report stated that the activities carried out so far in the implementation of the Programme are in accordance with the defined strategic goals. Since the next PISA testing will be organised in 2021, it is necessary in the coming period to pay attention to promoting the importance of the results of this testing for the country's education system.
The Report on the Implementation of the Inclusive Education Strategy in Montenegro 2019-2025 for 2019 was passed. The strategy incorporates the principles, theoretical and practical achievements towards developing the potential of children with special educational needs, as well as the society itself. The guiding principle of the Strategy is - promotion, protection, ensuring full and equal participation of all children with special educational needs in inclusive education, without discrimination and exclusion. It was stated that the activities are being implemented according to plan. The conditions and services that should strengthen the inclusive education system must be improved in the coming period.
The Cabinet passed the Report of the Audit Council for the period July 2018 - December 2019.
Minister of Health Kenan Hrapović informed the Cabinet about the implementation of the Law on restriction of usage of tobacco products, stating that the Law is generally respected.
