Press release from 160th Cabinet session

Podgorica, Montenegro (5 March 2020) -- At today's 160th session, chaired by Prime Minister Duško Marković, the Montenegrin Cabinet passed the Draft Law amending the Law on Safety of Maritime Navigation with a Report from the Public Hearing. The main reason for the proposed changes is the harmonisation of legal provisions on the safety of navigation and maritime traffic in the waters of Montenegro with the legislation of the European Union and the Paris Memorandum of Understanding, aimed at harmonising and coordinating inspection procedures in the ports of the Member States. The signatories of the Memorandum have undertaken to organise a unified control system for foreign ships, in order to meet the standards of safety at sea, protection of the marine environment, as well as the working and living conditions of the crew. The proposed provisions, among other things, prescribe the obligation to issue identification documents for Montenegrin seafarers, which will implement the provisions of the International Labour Organisation (ILO) Convention, and provide seafarers with smoothly entry and exit in all ports of the world. Bearing in mind the development of tourism is an important industry branch and the necessity to provide adequate tourist service, an approach has been made to the legal framework regulation, regarding the transportation of passengers and / or things in inland maritime transport, prescribing procedures that will enable complete regulation of this area.

The Cabinet adopted the Decision amending the Decision on Drafting Amendments to the Spatial Urban Plan of the Capital of Podgorica, which, in line with the Law on Spatial Planning and Construction of Structures, stipulates a construction ban at the foot and contact zone of the Gorica hill, until the adoption of the plan of general regulation of Montenegro. Previously, by analysing this area, the Capital defined that certain planning solutions in the scope of the Nova Varoš 2 DUP and Zagorič 1 DUP – part of Zone A are a threat to the preservation of space, and that for a certain number of urban plots it is necessary to additionally check the planned capacities and purpose, in order to determine the conditions for the realisation and final purpose of these surfaces.

The Cabinet also passed the Report on the implementation of the Action Plan for improving the business environment (in selected areas). The report notes that in the period from 1 February to 1 March, all five indicators, namely "starting a business", "paying taxes", "obtaining a building permit", "obtaining electricity connection" and "registering real estate" - increased a level of implementation, so that implemented activities make up 21%, activities that are continuously implemented - 63 %, while activities whose implementation has not started make up 16%.
