The Cabinet adopted the Decree amending the Decree on the Implementation and Procedure of Using the EU instrument for Pre-Accession Assistance (IPARD II Programme). The amendments are made due to changes of a legal and technical nature, relating to the terminological harmonisation of certain terms, conditions and criteria prescribed by the IPARD II Programme. The entry into force of the Decree creates a legal opportunity for the publication of Public Calls, which will enable agricultural producers and processors to be eligible for incentive funds from EU pre-accession funds, in the amount of more than EUR 20.000.000 in 2020.

The Cabinet considered and adopted the Report of the IX meeting of the EU – Montenegro Stabilization and Association Council, which was held on 5 December 2019, in Podgorica. The meeting of the Council was held regarding the ongoing and regular dialogue with the European Union. The meeting discussed results of the activities from the previously held joint sectoral subcommittees, which discussed in detail the state and progress achieved in the process of harmonisation of national legislation with the EU acquis, as well as operational conclusions related to the progress made by Montenegro on institutional, legislative, political and economic reforms, with the projection of planned activities, outlined in the Report.

The Montenegrin Cabinet adopted the Information on the activities on implementation of the project of the thermal power complex in Pljevlja. The project includes the construction of a desulphurisation, denitrification, improvement of the operation of the electro-filter plant, construction of a wastewater treatment system and reconstruction of the internal ash and slag transport system. Also, thermal power plant (TPP) Pljevlja itself is supposed to be a heat source for heating Pljevlja. Following a public call for the selection of contractors for the ecological reconstruction of the existing TPP unit, a Consortium of DEC INTERNATIONAL - BEMAX - BB SOLAR - PERMONTE was selected as the first ranked. The leading member of this consortium is Dong Fang Company from China, with a value of EUR 54.427.700 including VAT.
