National Coordination Body for Communicable Diseases: Appeal to citizens to understand gravity of situation and danger that looms over Montenegro

Today's session of the National Coordination Body for Communicable Diseases, chaired by Body's President Milutin Simović, respecting the epidemiological situation as well as the information of the security sector regarding cases of violations of self-isolation decisions, given the certain further spread of the virus within our country, analyzed with particular attention cases of violations of self-isolation.

Reaffirming that, thanks to a comprehensive and timely assessment of the danger of the coronavirus outbreak and by taking a number of appropriate measures, it managed to delay the infection exposure for the longest time in Europe, the National Coordination Body concluded that a more serious, riskier and more challenging phase began in our country three day ago. Confronting the coronavirus requires the efficiency of all state authorities in sanctioning irresponsibility and non-compliance with the prescribed measures, as well as the highest level of awareness and responsibility of citizens. Therefore, we appeal to every citizen to strictly and without exception obey all orders and measures.

The dramatic situation in some countries in our immediate environment, in which the death toll reaches hundreds of cases and thousands of newly infected cases every day, indicates that Montenegro, as a small country with small population, is facing a situation where the uncontrolled spread of the virus would have immense consequences. Therefore, the National Coordination Body warns all citizens of Montenegro that everything undertaken by state authorities in order to protect all citizens must be accepted with the highest degree of responsibility by each individual and each organisation. If only one link loosens, if only one virus transmitter, due to irresponsibility, levity or indiscipline, spreads the virus, it endangers the whole community - every citizen, every family, while state authorities – inevitably – must introduce even more radical measures. In this chain of risk assessment, decision making and their implementation, every link must be strong because it is in the interest of each of us.

Respect for self-isolation decisions, quarantine decisions, orders to ban all public gatherings, and maximum avoidance of all unnecessary social contact - is necessary to preserve the health and lives of citizens.

For all these reasons, the National Coordination Body urges citizens to understand the gravity of the situation and the danger that looms over the world.

The session emphasised the obligation and expectation of the competent institutions - the Police Directorate, the Prosecutor's Office and the judiciary to implement, on the basis of the consent of the highest representatives of these institutions, an agreement on rigorous punishment of each individual, which by his or her behaviour endangers the entire community.

The National Coordination Body welcomes the high level of social responsibility expressed by many of our citizens, businesses, public figures and our diaspora by providing significant assistance in coping with the coronavirus, but also notes that there are attempts to abuse and manipulate alleged support for political and other interests.

We urge everyone to understand the gravity of the situation and have in mind that the paramount interest and goal of all of us must be the health of our citizens and the understanding that each individual is important and responsible for achieving this goal.
