There is no curfew, measures taken under Constitution and law

Podgorica, Montenegro (31 March 2020) -- The Democratic Front made false claims that the Government introduced a curfew and that the measures taken to combat the Coronavirus epidemic are illegal.
We recall that the World Health Organization declared the global pandemic of the Coronavirus on 11 March and the epidemic was also declared in Montenegro by official decision on 26 March this year.
For those who have not sufficiently considered the regulations and consequently come to the wrong conclusions, we point to:
The Article 39 of the Constitution of Montenegro makes it possible to restrict freedom of movement if necessary to prevent spreading of contagious diseases;
The Article 55 of the Law on the Protection of Population against Communicable Diseases prescribes measures to restrict movement in the area affected with the epidemic of contagious disease;
The National Coordination Body for Communicable Diseases was also stipulated by Law;
The orders are not issued by the Government or the National Coordination Body, but by the Ministry of Health, on the proposal of the Institute for Public Health;
Thus was done by the Order of the Ministry no. 8-501/20-129/424 since 30 March (yesterday), which was immediately published in the Official Gazette of Montenegro.
So, there is no curfew - but life, work and movement take place in a manner appropriate to the current danger and protection of health and life of citizens, with the possibility of daily movement every working day from 5am to 7pm, and on Saturdays from 5am to 1pm. Exceptions are also prescribed in the time of prohibition for the purpose of pursuing activities of public interest.
We point out that the National Coordination Body and the Ministry of Health take all measures by listening and assessing concerns of the citizens, while guiding solely by the interest of health of the citizens.
Therefore, we believe it is not the time for politics, but for the consistent protection of the health and life of every citizen and their families.
If a political entity cannot be recognised as part of this comprehensive, responsible and humane process, in which, we believe, we should all be as one and together, legal means and courts remain available for them, as a means of verifying if the decisions of the Ministry of Health are based on the Constitution and law.
