Press release on Cabinet's decisions made without holding a session

The Cabinet, without holding a session, and based on the obtained consent of the majority of the Cabinet members, adopted the Draft Law on Amendments to the Law on Financing of Political Entities and Election Campaigns and sent it to the Parliament for consideration.
It was suggested that Article 40, paragraph 3 of the Law reads: "Distribution of social welfare from the current budgetary reserve is forbidden in the year in which local or parliamentary elections are held, except in cases of war, state of emergency, epidemic or pandemic of communicable diseases".
It is proposed that the Law enters into force on the day of its publication in the Official Gazette in order to eliminate the consequences of the pandemic of the novel COVID-19 coronavirus.
The Cabinet considered the Information on overtime pay and compensation incentives for employees in the public health sector for March 2020. The Cabinet has agreed that in extraordinary circumstances the payment of overtime pay for employed workers in the public health system for March will be made in the amount of the actual overtime hours. In addition, the Cabinet approved that public health workers who were present at work during March, in accordance with Article 15 of the Collective Agreement, shall be paid an incentive of up to 15 percent on earnings.
The Report on the Implementation of the 2019 Action Plan for the Implementation of the 2018 – 2022 Strategy for the Development of Micro, Small and Medium Enterprises in Montenegro was adopted. The analysis of the achieved strategic goals, measures and activities revealed that out of 188 activities, 167 were successfully implemented or are being implemented continuously, while 21 activities were not implemented, which represents 88.83 percent of the fulfillment of the total planned activities foreseen for 2019.
The Cabinet has adopted the 2019 Report on the implementation of the 2016 – 2020 Action Plan for the implementation of the Energy Development Strategy by 2030. The Report states that a comprehensive analysis of the data submitted shows that a large number of activities have been carried out that contributed to the achievement of Montenegro's planned energy goals.
The Report on the Implementation of the Law on Public Assembly and Public Events in 2019 was adopted, which, according to the Law, is submitted to the Parliament of Montenegro at least once a year. The Report stated that no cases of disturbance of public order and peace were registered, that police officers acted in accordance with the Law when providing security and that its implementation last year can be considered positive.
The Cabinet adopted the Report on the Implementation of the 2019 Action Plan for the Implementation of the 2017 – 2021 Strategy for the execution of criminal sanctions.
The report concludes that a high level of implementation was achieved.
The Report on the Implementation of the 2019 Action Plan for the implementation of the 2019 –2022 Judicial Reform Strategy was adopted. The report provides a detailed statistical review of the level of implementation of the planned activities in the reporting period, outlines the key achievements, provides a tabular review of the achieved activities, followed by recommendations for the next stages of implementation of the strategic document.
The Cabinet adopted the 2020 Action Plan for the implementation of the 2017 –2020 Creative Montenegro Programme: Identity, image, promotion and adopted the Report on the implementation of the 2019 Action Plan. Activities planned for 2020 will be financed from the Budget of the Ministry of Culture in the amount of EUR 250,000.00.
