Government presents Second package of support measures in Parliament

Podgorica, Montenegro (15 April 2020) -- Deputy Prime Minister Milutin Simović, Minister of Economy Dragica Sekulić and Minister of Finance Darko Radunović with their associates presented, at the Collegium of the Assembly, the Government's second socio-economic support package due to the consequences of the COVID - 19 epidemic, of which the Prime Minister informed the public on 9 April.
Addressing the attendees, DPM Simović emphasised that today's discussion is a continuation of the dialogue, which started on 27 March. "At that time, the issue of health and life of all citizens of Montenegro was the key topic and on that occasion, as well as later, socio-economic issues were raised here in Parliament. Rightly so!" said the Deputy Prime Minister, noting that all competent institutions in Montenegro successfully tackle the unprecedented threat of an epidemic.
"Certainly, the citizens of Montenegro make a special contribution by relating and complying with the measures and recommendations prescribed by the profession, with understanding and respect. I believe that in the following days, we will continue with such a relationship, a relationship of community, trust, committed work, numerous institutions and numerous employees in various sectors - from utilities, services, trade, security sector to the health system. New challenges await us in the days ahead. We must not hesitate and must save together what is the most important - the health and lives of our citizens. There was no and there will be no bargain, no compromise or indulgence," Deputy Prime Minister Milutin Simović pointed out.
In the previous days, the Government conducted a series of consultations to meet the second package.
In addition to numerous consultations within the Government, a greatly useful and open discussion was conducted with social partners namely, the Chamber of Economy, the Union of Employers, the Union of Trade Unions and the Union of Free Trade Unions of Montenegro.
The discussion were also held with representatives of the economic profession and science, who provided a number of useful considerations and suggestions.
Deputy Prime Minister Simović expressed his belief that "today's discussion in Parliament will be a new opportunity for us to get useful suggestions and proposals."
In continuation of his opening address, the Deputy Prime Minister said:
"The common denominator of us as creators of this programme and our interlocutors so far is that measures must be:
- Sustainable,
- Righteous,
- Effective in implementation,
- At this stage, with the key focused on preservation of jobs and in the next stages to development,
- To show particular concern at this stage towards entrepreneurs and Ministry of Transport and Maritime Affairs that have ceased its operations. They stopped working because of the epidemic, because of the pandemic, they stopped because of the recommendations of the WHO, because of the health and life of all Montenegrin citizens.
- In proposing any measure, I am convinced that we all together must take account to remedy the socio-economic consequences of this epidemic, safeguarding the sustainability of public finances and ensuring that key systems are functioning in the country: education, health care, the pension system, the regularity of all social benefits and the security system.
Therefore, there is no room for any populist and particular interests of anyone.
This is not an opportunity for proposing any unsustainable measure or any unsustainable law to earn a voice more in the political market.
This is a time when we must fight together for the health and life of every citizen, to preserve every workplace, to preserve every business, from the smallest entrepreneur to the large companies.
This is a time when, even in this crisis, we must have a vision of development and ultimately, all these measures must be in the function of stabilisation first and then of the development.
This is a time when we must be determined and brave. The time when all the differences between us so far, should be set aside. This is a time when we must preserve the substance of our economy, in order to get Montenegro back on the path of accelerated growth and development.
Therefore, we will be determined and courageous to make it happen.
And the measure of all this will be the sustainability of public finances and fairness."
