Press release on Cabinet's decisions made without holding a session

Podgorica, Montenegro (23 April 2020) -- The Montenegrin Cabinet, without holding a session, based on the obtained consent of the majority of Cabinet members, adopted earlier today the First Quarterly Report on the implementation of the Work Programme of the Government for 2020, which provides cross – section on the implementation of activities, as well as a data by sectors.
 
The Cabinet passed the Information on the continuation of the implementation of the Programme "Stop the Grey Economy" in 2020. Participants of the Programme will be 210 unemployed persons from the records of the Employment Agency of Montenegro, which will implement the programme activities for seven months in 2020. In the current year, the holder of the program "Stop the Grey Economy" is the Ministry of Labour and Social Welfare - Employment Agency of Montenegro and it will be implemented in cooperation with the Tax Administration, the Inspection Directorate, the Police Directorate, the Customs Administration and the Ministry of Transport and Maritime Affairs.

The Cabinet passed the Action Plan for the Implementation of the Cyber Security Strategy 2018-2021 for 2020 and adopted the Report on the Implementation of the Action Plan for 2019. An insight into the status of the implementation of the Action Plan for the last year pointed to an intensive activity of the competent institutions in meeting the set goals and the so far successful implementation of the most of the activities set out in the Plan, whit a note that a considerable number of activities need to be carried out continuously, in order to ensure a continuous development of cyber security.

Montenegrin Cabinet has considered and adopted the Information on the problem of providing citizens with medicines that Healthcare Institution Pharmacy of Montenegro "Montefarm" cannot procure and distribute to the health institutions and pharmacies within the next three months. 

The Cabinet also accepted the Information on long-term borrowing for the purpose of implementation of capital projects of the Public Works Administration. In line with the Law on the Budget of Montenegro for 2020, which planned that the Government could borrow credit for the needs of implementation of capital projects, for which the creditor would be determined during the year, the Government gave consent for the Ministry of Finance to borrow from these funds in the amount of EUR five million and accepted the Draft Loan Agreement in that amount between the Government of Montenegro - Ministry of Finance and Podgorica – based Commercial Bank. The Information shall indicate that negotiations between the Ministry of Finance and domestic commercial banks are in progress, regarding the obtaining final conditions and bids for securing the rest of the needed funds up to a total amount of EUR 40 million, according to the specification of the projects covered by the Budget Law of Montenegro for 2020.

The Cabinet adopted the Report of the Ministry of Health on Labour and Situation in administrative areas for 2019. The report notes that the Ministry of Health has worked very hard to provide equally quality and equally accessible health care for all citizens, to provide a sustainable system fit for patient through comprehensive health care reforms, but also for the needs of all health care workers, in accordance with the policy of the Government. The Ministry fulfilled all obligations, in line with the Government and Programme of Accession of Montenegro PCG for 2019 and within its competencies participated in the implementation of obligations arising from the negotiation chapters namely Chapter 1, Chapter 2, Chapter 14, Chapter 24, Chapter 27, Chapter 28 and Chapter 29.

The Cabinet adopted the Information on the need to pay the variable portion of earnings to employees in the Sector for healthcare protection, at the Directorate for Execution of Criminal Sanctions of Montenegro and at the Health Protection Bureau of the Ministry of the Interior for their contributions in preventing the coronavirus. 

The Cabinet passed the Rulebook Amending the Rulebook on Internal Organisation and Systematisation of the Ministry of the Interior. The Rulebook was amended with the aim of carrying out the necessary reorganisation, optimisation of operations and harmonisation with the entry into force of the Law on Critical Infrastructure Designation and Protection, the Law Amending the Law on International Restrictive Measures and the Law Amending the Law on Prevention of Money Laundering and Terrorism Financing. The new rulebook has eliminated and terminated six jobs, while it envisions 17 new jobs, which presents a total increase of 11 jobs, justified by the possible migrant crisis and the readiness of Montenegro to successfully cope with the migrant crisis, in compliance with international law and the EU standards, as well as to meet standards of NATO and the EU in the area of protection and surveillance of critical infrastructure located in Montenegro and in EU and NATO member states, which is a novelty and also an obligation for Montenegro.
