Economy Minister presents business and employee support programme to mitigate negative effects of coronavirus outbreak

"This support programme covers six types of subsidies and is aimed at over 100,000 employees in Montenegro and several thousand entrepreneurs, micro, small and medium-sized enterprises," Minister of Economy Dragica Sekulić said.
She stated that this is a stabilisation programme that serves to preserve the jobs we had in February 2020 before the coronavirus outbreak and is one of the steps towards comprehensive economic measures.
"Alongside representatives of the Government of Montenegro and local self-governments, we also consulted social partners regarding the creation of the measures: the Chamber of Economy of Montenegro, the Union of Employers of Montenegro, the Union of Free Trade Unions of Montenegro, the Union of Trade Unions of Montenegro, Montenegrin economists and university professors. Furthermore, this support package was also presented at the Parliament of Montenegro," Sekulić said.
The Minister said that in order to preserve existing jobs, these measures are intended to support 50-100% of gross earnings for each employee who was registered in February 2020.
Measures defined in this Programme apply to entities that have settled their tax liabilities by the end of 2019 or are in reprogramming and have not violated the Ministry of Health's orders issued to combat the coronavirus epidemic.
The measures also apply to entities established in 2020, ending 15 March 2020.
At the same time, the proposed measures will stimulate new employment by subsidizing wages for each new employee over a 6-month period.
A business entity, for one month, may apply for the same person only under one proposed measure.
Funds paid by the state through established measures to support the economy cannot be subject to enforced collection.
The proposed measures include subsidies for:
- businesses whose work is prohibited (100% of gross minimum wage),
- tourism sector (100% of gross minimum wage),
- endangered industries (50% of gross minimum wage),
- new employment (70% of gross minimum wage),
- earnings of employees on paid leave (70% of gross minimum wage)
- earnings of employees in quarantine or isolation (70% of gross minimum wage).
"Applications will be submitted electronically through the new electronic service – Subsidy Grant Programme". This service will be available on the website of the Tax Administration of Montenegro (ePrijava), which is regularly used by business entities for filing tax electronic documents," the Minister concluded.
