National Coordination Body established plan to mitigate measures in phases, if epidemiological situation allows and measures are respected

Podgorica, Montenegro (25 April 2020) -- If the epidemiological situation still remains under the control, the National Coordination Body for Communicable Diseases will, in the second phase of mitigation of temporary measures planned for 4 May, give consent to:

1. Enable the operation of retail outlets (textiles, footwear, technical goods, construction materials, crafts, services, hairdressing and beauty salons, fitness centres, bookstores, dental offices, driving schools, rent-a-car services, museums and galleries…).

2. Enable going to cottages in other municipalities.

3. The urban taxi transportation, as well as local public urban transport in municipalities, in which no cases of the novel coronavirus have been registered.

If we successfully overcome the second phase, the third phase will start on 18 May and will include: the opening of restaurants, cafes, hotel terraces, beach bars, beaches and shopping malls.

If we successfully tackle this phase too, the fourth phase would start on 1 June and would include establishing of road, rail and navigable urban and interurban traffic, with appropriate protection measures.

Deputy Prime Minister and President of the National Coordination Body for Communicable Diseases Milutin Simović emphasised that achieving the set objectives and mitigating the measures, will depend on the results of our entire society in meeting six key criteria:

1. To keep the spread of the infection under control. 

2. Further significant testing, monitoring of isolation and contacts. 

3. Continued particular attention and care for health institutions and homes for the elderly, as well as for other vulnerable categories.

4. Establishment of clearly prescribed preventive measures at each workplace. 

5. Minimizing risk from introduction of the virus from other countries.

6. Full involvement and engagement of citizens - as each individual plays a key role in maintaining the stable condition.

Deputy Prime Minister Simović announced at a press conference that relevant institutions monitor, analyse and take action on a daily basis in response to the COVID-19 pandemic, and that mitigation is directly dependent on compliance with previous measures. "We are also preparing for new mitigations. The principle is clear: complying with the measures until they are mitigated or abolished. Otherwise, the measures will have to be extended and tightened. And nobody wants that," the Deputy Prime Minister pointed out.

He emphasised that the first phase of mitigation of measures through the significant shortening of ban on leaving homes, the extended working hours of retail outlets and opening of parks, proved its justification, but, at the same time, said the Deputy Prime Minister, we registered a worryingly irresponsible relation, not of citizens - but of those who provide services to citizens. Therefore, an order for more prompt and efficient treatment was issued to the competent inspectorates.

"This kind of behaviour endangers our plans to ease the measures and revive the economy and we will not allow it," said National Coordination President Milutin Simović.

The National Coordination Body President stressed that we are monitoring the situation in a regional and wider context, as this and such a global issue requires a broader perception. 

"The information and recommendations that we receive from the European and global addresses, such as the World Health Organisation are important and choosing signposts for us. Signposts that clearly indicate that it is not a time to relax, that it is not a time to return to common habits. Behind us is a demanding phase to which we have responded, above all, with the responsible attitude of citizens, the wide involvement and efficient work of numerous institutions, while following and respecting all the recommendations of the profession. In the days ahead of us, we all must unreservedly follow the advice of the profession, until the end. In time which is ahead of us we still have to react quickly and strongly, to continue to preserve what is of the utmost value to every state - the health and lives of its citizens, Deputy Prime Minister and National Coordination Body President Milutin Simović noted.
