National Coordination Body, UN in Montenegro: Support to socio-economic recovery of Montenegro

Podgorica, Montenegro (7 May 2020) – The response to the socio-economic crisis caused by the coronavirus epidemic was the focus of today's meeting of representatives of the Government and the National Coordination Body with the United Nations team in Montenegro. The meeting was also attended by representatives of the EU Delegation to Montenegro as well as representatives of international financial institutions: the World Bank, the European Bank for Reconstruction and Development and the International Monetary Fund.
The meeting discussed the situation and key priorities, primarily in the analysis and resolution of the social consequences of the epidemic and support in the creation of macroeconomic measures and policies.
In his introductory speech, Deputy Prime Minister Milutin Simović pointed out that Montenegro has the right to be satisfied with what has been done in facing this challenge. "We have achieved the set goals - we have preserved our health care system, we have flattened the curve of the number of patients as much as possible and preserved the overall stability of our society. We have achieved this, you are witnesses, thanks to decisive, timely and uncompromising measures, based only on the requirements and recommendations of the profession," said the Deputy Prime Minister.
DPM Simović also pointed out that the months ahead will be no less challenging, because it is necessary to find a formula in the shortest possible time that will answer the long-term question of how to prevent a possible second wave of the epidemic and ensure economic growth, save jobs and quality of life for all citizens.
Simovic pointed out that speed, knowledge, efficiency, determination and, above all, concreteness are needed at this stage of the fight against the pandemic and its consequences. "In the short term, we must make measures and decisions that will bring results in the long run," said the Deputy Prime Minister, adding that the implementation of agreed activities must begin quickly in order to shorten the period between quarantine for our economies, our companies and all our citizens until revenue and standards rise again.
UN Resident Coordinator in Montenegro Fiona McCluney said that every crisis is also a chance to build a better society.
"It is clear that the health crisis is transforming into a serious socio-economic crisis and that is why we are here today - to jointly deploy an effective response to this challenge. Support of the UN System in Montenegro will be based on the United Nations Framework for the Immediate Socio-Economic Response to COVID-19 - a strategic document recently presented by the UN Secretary-General as a roadmap to support countries in social and economic recovery," said McCluney, adding that the recovery plan will be jointly implemented by UN teams in 162 countries over the next 12-18 months, under the leadership of UN Resident Coordinators and with the support and technical guidance of the UNDP.
The UN Framework for the Immediate Socio-Economic Response to COVID-19 is based on five key tracks: 1. preserving health services and strengthening the capacity of health systems; 2. assistance through social protection and basic services; 3. preservation of jobs, support to small and medium-sized enterprises, as well as workers in the informal sector through economic recovery programmes; 4. channeling fiscal and financial incentives so that macroeconomic policies benefit the most vulnerable ones, and strengthening multilateral and regional measures; 5. strengthening social cohesion and investing in the development of resilience and response systems at the level of local communities.
In this context, the meeting agreed on a joint coordination of further response to the socio-economic consequences of the epidemic, with the broader consensus and involvement of international organisations, international financial institutions and social partners.
