Press release on Cabinet's decisions made without holding a session

Podgorica, Montenegro (7 May 2020) – The Montenegrin Cabinet, without holding a session and based on the obtained consent of the majority of members, gave its consent on Thursday, 7 May, to Amend the Annual Work Plan of the Investment and Development Fund of Montenegro A.D. for the business year 2020, so that the IDF can, in addition to existing support, implement additional programme directed towards the economy, entrepreneurs, farmers, etc. and other activities, in line with the Government measures aimed at mitigating the negative effects of coronavirus on the Montenegrin economy.

The Information on the implementation of the Programme for providing support to the economy and employees was passed, in order to mitigate the negative effects of the pandemic of the novel COVID – 19 coronavirus.

The Information states that during the first five days of the Programme implementation (from 1 May to 5 May), 6,230 economic entities that submitted applications were registered and that 91% or 5,675 applications have already been paid or are in the process of payment, while 5% or 297 processing requests are underway or delivery of additional documentation is required. Due to incorrectly entered data or non-fulfilment of criteria, 258 requests were rejected. Based on the approved requests in this period, salaries for more than 22,000 employees have already been paid, on 5 May, or are in the process of being paid. The gross amount of funds related to the approved applications amounts to EUR 6.4 million. The subsidies for new employment were approved for 43 persons.

The Cabinet adopted the 2020 – 2024 Strategy for Lifelong Entrepreneurial Learning of Montenegro with an Action Plan for the implementation of the Strategy. The document recognises three main strategic goals: improvement of the development of entrepreneurial competence at all levels of formal education, promotion of the implementation of entrepreneurial learning within the non-formal education and increase of the efficiency of the entrepreneurial learning system.

The Cabinet passed Decision on Establishing the Institute of Sports Medicine of Montenegro, whose activities are: performing health examinations to determine the health ability of amateur athletes, professional athletes and children involved in sports within the system of co-financing a part of the membership fee for children's sports activities within sports clubs; mediation in providing the presence of an ambulance of a medical aid service with a medical team at sports events, for the needs of the organisers of sports event; and issuing approvals for hiring a doctor of a certain specialty, i.e. a physiotherapist as a sports expert trained to work in sports within sports organizations, who meets the requirements prescribed by the Law on Sports.

The Montenegrin Cabinet adopted the Information on the implementation of programme on employment and training of doctors of science, doctoral students, young researchers and innovators in scientific institutions and the economy, which states, among other things, that the state has allocated a total of EUR 1.5 million for scholarships for the doctoral research in the past two years, supporting 36 doctoral students. It is stated that the intention of the Ministry of Science is to announce the same competition again this year, in order to reach a critical mass of about 50 young researchers, who will be engaged in full-time research, with the ultimate goal to enable the retention of talent in Montenegro, through attractive research conditions provided by this type scholarships. In 2018, EUR 1.2 million were allocated for scientific research projects and EUR 1.5 million was allocated last year and this year. In addition to research project grants, a programme for building and strengthening human resources is underway within the regional project of establishing the South East International Institute for Sustainable Technologies (SEEIIST) and the call for the establishment of centres of excellence has been launched.

The Montenegrin Cabinet passed the Information on ceding the donation of American citizen Lori Šoć to the National Museum of Montenegro. American citizen Lori Šoć, wife of great-grandson of Dr. Pero Šoć, the Prime Minister of the Montenegrin Government in Exile and great-great grandchild of Đuro Šoć, military commander and warden of the military telegraph of the Principality of Montenegro and the Kingdom of Montenegro, donated items related to prominent Montenegrin personalities of Dr. Pero Šoć and Đuro Šoć.
