Press release on Cabinet's decisions made without holding session

Podgorica, Montenegro (25 May 2020) -- The Montenegrin Cabinet, without holding a session and based on the obtained consent of the majority of the Cabinet members adopted, on Wednesday, 20 May, the Draft Law amending the Law on Protection of the Population from Infectious Diseases, which regulates the behaviour of the population, employers and other entities in certain situations, in accordance with epidemiological indications and prescribe appropriate measures, in order to prevent the introduction of infectious diseases into the country, to control and prevent the transmission to other countries, as well as to protect the population from infectious diseases. The amendments have been proposed within the comprehensive response to the epidemiological situation, caused by the emergence of the infectious disease of the novel coronavirus.
As part of measures to mitigate the negative consequences caused by the COVID-19 pandemic on the economic activity of Montenegro, the Cabinet passed the Draft Law amending the Law on Tourism and Hospitality. It was assessed as necessary to regulate differently, the provision of services of travel agencies that were completely stopped during the pandemic, in order to create conditions from the financial aspect for the continuation of their economic activities, as soon as possible. The proposed amendments to the Law provide for the possibility for travel agencies to keep the advance payment, paid by clients for all trips scheduled in the period from 1 March 2020, which were canceled due to the global pandemic. A travel voucher would be a guarantee that the traveler can choose a new travel date for the same or some other arrangement. The Draft Law amending the Law on Tourism and Hospitality would significantly help travel agencies in terms of maintaining liquidity and mitigating the negative effects of the COVID-19 pandemic, and on the other hand, would create conditions for canceled trips to be realised in another term.
In order to revive the tourism economy, after the coronavirus pandemic, the Cabinet passed decisions on temporary exemption from obtaining visas for citizens of the Republic of Armenia, the Republic of Kazakhstan and the Russian Federation. The temporary exemption will be valid for the period from the day of the abolition of temporary measures on prohibiting the entry of foreigners into Montenegro and international traffic until 31 October 2020.
In accordance with the Programme of Accession of Montenegro to the European Union 2018 - 2020, the Cabinet passed the Draft Law on Control of export of dual-use goods. This act was adopted, with the aim of further complying with international standards and the relevant EU Regulation, establishing a Community regime for the control of exports, transport, brokerage and transit of dual-use goods, which forms an integral part of the common trade policy.
The aim of the Draft Law, in addition to the harmonization of the national with the EU legislation, is to provide support to the general objectives of EU policy, as set out in Article 3 of the Treaty on European Union, i.e. "To contribute to peace and security, free and fair trade and the fight against terrorism and the protection of human rights." It will also ensure that Montenegro acts responsibly in line with its international obligations, in particular with regard to non-proliferation of weapons of mass destruction. In addition, the Proposal will strengthen the efforts of Montenegro, to prevent non-state actors from gaining access to sensitive goods, thus contributing to the fight against terrorism.
The Cabinet passed a Decree on criteria for the selection, preparation, training and equipping of members of the operational unit for protection and rescue, and the police and employees of state administration bodies for participating in peacekeeping missions and other activities abroad.
The Plan for the Elimination of HCFC Substances that deplete the ozone layer (Phase Two) has been adopted, which should enable Montenegro to rapidly reduce consumption and eliminate the remaining amount of HCFC substances by 2025, i.e. before the deadline prescribed by the Montreal Protocol. In this way, in addition to fulfilling the obligations under the provisions of the Montreal Protocol, the implementation of the Plan will help Montenegro in fulfilling the obligations arising from the EU acquis in this area.
The Cabined passed the Programme for adapting the Health System to the Climate Change in Montenegro for the period 2020-2022 with the Action Plan for the period 2020-2021. The financial framework for the implementation of the programme envisages allocation in the total amount of EUR 300,000.00, which will be provided from the regular budget of the health system of Montenegro, the financial participation of the WHO and donations.
